Prime Response Inc. (PRI), is seeking a Munitions Management Project Manager, and Assistant Project Manager, for an upcoming long-term government contract located at Andrews Air Force Base. These positions are contingent upon contract award.


Duties include but are not limited to:

  • Management of the contract with full, binding authority to act on behalf of PRI on all matters relating to this contract.
  • Assist with shaping the proposed management staff and labor mix that will support this contract.
  • Responsible to the government customer for the coordination and execution of assigned support services.
  • Serve as the primary point of contact for customers and maintains positive relationship with critical customers.
  • Provide overarching operational management control, including directing all levels of workers during times of heavy demand, special projects, or crisis.
  • Provide technical support with ongoing Government agency programs to manage facilities and resource allocation to ensure full coverage of munitions management support services.
  • Metrics development and tracking of our performance including running reports and analytics.
    Utilizing and training other supervisors and employees.
  • Deliverable development and tracking.
  • Formalized Continuous Process Improvement.
  • Develop written communications to customers, standard operating procedures, process documentation and other written work products.
  • Must have sufficient technical knowledge and awareness of details to be able to recognize when technical problems are developing in the various disciplines and to initiate corrective actions.
  • Ensures that all contract deliverables are turned in on time and to government satisfaction.
  • Directs the work of employees assigned to the project.
  • Jointly assesses project/task status with customer.
  • Advises customer in matters of program administration.
  • Provides full-service task management duties to manage and oversee assigned contractors and personnel.
  • Enforces quality control program and culture to established standards.
  • Enforces safety and health program and culture to established standards.
  • Perform contractor reviews and coordinate daily and long-range task requirements.
  • Ensures staffing requirements and minimum coverage hours are met.

Contract Service Functions:

  • Operate and maintain automated data processing equipment (ADPE) to perform inspection and stockpile management activities; familiarity with AMST and TICMS desired.
  • Performs inspections and maintains inspection and storage records.
  • Inspects ammunition, components, and containers for defects.
  • Receives, stores, handles, and transports non-nuclear munitions.
  • Delivers munitions to custody, storage, or maintenance areas.
  • Complies with explosive, and ground safety, security, and environmental directives and practices.
  • Performs munitions materiel management and materiel accounting functions.
  • Performs and oversees management and procedural application of manual and automated positive inventory control.
  • Conducts inventories and corrects discrepancies.
  • Ensures compliance with policies, directives, and procedures.
  • Analyzes and validates munitions host-tenant and inter-service munitions support agreements and plans.
  • Analyzes stockpile requirements to determine type and quantity of munitions facilities needed to safely store, inspect, maintain, and secure munitions assets.
  • Determines and maintains storage facilities, reports, safety and security requirements.
  • Evaluates munitions account condition, identifies deficiencies, and initiates corrective actions.
  • Routinely demilitarizes nonhazardous munitions.


Requirements

  • Requires an active DoD Secret clearance.
  • Must be certified in Project Management by the Project Management Institute or equivalent organization. In lieu of a PM certification, a minimum of 10 years of munitions maintenance and management operational experience will be accepted.
  • Share and provide 24/7 contact capability with the Project Manager and Assistant Project Manager who will be responsible for assuring services are accomplished in accordance with the PWS.
  • Project Manager or Assistant Project Manager must be available within 30 minutes during normal duty hours to meet on the installation with Government personnel (designated by the CO) to discuss problem areas. After normal duty hours, the manager or assistant manager must be available to meet on the installation within 1 hour of notification. Normal duty hours are Monday - Friday, 0730-1630.
  • Proficient with Theater Integrated Combat Munitions System (TICMS) and the Agile Munitions Support Tool (AMST).
  • Must be able to read, write, speak, and understand English.
