Scott & Crosby Staffing, Inc. is excited to partner with District Alliance for Safe Housing (DASH). DASH connects with people and families at risk of homelessness due to domestic violence through key community partners throughout the greater National Capital Region.

The Director, Cornerstone Residential Programs, provides strategic and programmatic oversight for Cornerstone, the District s largest dedicated safe housing program. Comprised of 42 furnished apartment units, residents may live at Cornerstone at no charge for up to 24 months while working with a team of DASH Coaches to help them achieve long-term or permanent housing and a higher sense of well-being and financial independence.


With an emphasis on mindful connection to the people and processes of Cornerstone, the Director oversees holistic supportive services to create a community of safety, care, inclusivity, and possibilities. The Director will also oversee and manage partnerships with domestic violence and sexual violence program partners, stakeholders, community organizations, volunteers and staff, to offer additional resources, resident workshops, and programming for individuals and families during their time at Cornerstone.


In partnership with the Senior Director, Programs, the Director identifies opportunities for systems, processes, and program policy improvements to benefit Cornerstone residents and families. The Director also leads the product development of tools and resources to build the Cornerstone program and support property management and business operation team members to serve survivors throughout their stay at Cornerstone. This position oversees the day-to-day functions of the Cornerstone Housing Program and supervises five full-time staff. Provides direct service to survivors as needed. This position is hybrid (in-person & remote) with required on-call duties located in Washington DC.


In addition, per our existing Covid-19 testing & vaccination policy protocol, every employee is required to be fully Covid-19 vaccinated or have an exemption form, medical or religious, on file with the People & Culture Department prior start date.


Position Responsibilities:

Cornerstone Program Oversight and Execution (30%)

  • Maintain project plans to ensure program delivery and data reporting for Cornerstone and all supporting partnerships.

  • Ensure that staff consistently apply the DASH model and subsequent program policies and procedures for effective service delivery throughout programs.

  • Provide oversight of advocacy services, including day-to-day program operations and decision-making and soliciting feedback in on-going program development evaluation.

  • In collaboration with DASH team members, oversee the planning and implementation of adult and family programming for residents.

  • As program budget holder, manage Cornerstone expenses within the parameters of their approved budget and/or Grant Awards, reporting to the Senior Director, CFO and finance team on variances and the reason for these variances.

  • Ensure all staff rigorously maintains all financial safeguards.

  • Understand all grant requirements and ensure Cornerstone program delivery balances grant requirements and DASH s trauma-based, survivor-informed values.

  • Coordinate with DASH Executive Team and Cornerstone s Property Management team to ensure successful program delivery and building coverage.

  • Understands all grant requirements and ensures program delivery can balance grant requirements and DASH trauma-based, survivor-informed values.

  • Triages and serves as a leader in solving day-to-day problems or concerns.

  • Evaluate all programs to ensure alignment with best practices.

  • Regularly collaborate with key program senior staff.

  • Ensures all electronic and hardcopy program records are appropriately maintained.

  • Ensures compliance with federal, state, and local confidentiality and victim services laws and regulations.


Partnership Management (20% of the time):

  • Liaises with DASH teams to coordinate internal and external program referrals.

  • Manage, liaise and provide programmatic technical assistance to program and property management staff for escalated and nuanced resident needs.

  • Serves as the key DASH representative for Cornerstone program MOU partner and

coordinates quarterly meetings to strengthen the partnerships and discuss opportunities

and challenges.

  • Represents DASH, in agreement with leadership, at external community events and

stakeholder meetings such as the Interagency Council on Homelessness to facilitate the

  • Cornerstone program and DASH visibility throughout the region.

  • Ensures DASH representation by Cornerstone staff throughout the community and at key partner events. Ensures the Cornerstone team regularly seeks out and updates contacts and resources.

  • Develops and maintains strong relationships with other domestic and/or sexual violence providers, key partners in job training programs, property management, education, and similar fields.

  • Provide programmatic leadership in partnership with the Executive and Senior Leadership Teams in the design and implementation of building upgrades to make Cornerstone a lasting home for over 50 adults and 65 children each year.

  • Provides expertise on housing and homeless resources in D.C., Maryland, and Virginia


Project Management (20% LOE):

  • Maintain project plans to ensure program delivery and data reporting for all Cornerstone workplan projects and activities and supporting partnerships.

  • Ensure that staff consistently apply the DASH model and subsequent program policies and procedures for effective service delivery.

  • As program budget holder, ensure with compliance with approved budget, policies, procedures and Grant Awards, reporting to the Senior Director, Programs, and Executive

  • Team on variances and management of risk mitigation.

  • Identifies gaps in knowledge, skills, resources, and partnerships at Cornerstone to strengthen program delivery in a Class A building.

  • Coordinate with DASH DISC Team and DASH Programs team to ensure successful program delivery.

  • Evaluate all programs to ensure alignment with best practices.

  • Ensures all electronic and hardcopy program records are appropriately maintained.

  • Ensures compliance with federal, state, and local confidentiality and victim services laws and regulations.

  • Develop budget and timelines for achieving workplan scope and targets as well as develop best practices to achieve goals

  • Supervise the flow of Cornerstone program-related projects (including information requests, consultation, strategy development, referrals, and resource sharing) from domestic and sexual violence service programs, federal and government agencies, employees, partner organizations, and community-based organizations.

  • Provide direct oversight of data governance and knowledge management for Cornerstone:

    • In collaboration with Senior Director, DISC establish a data governance implementation roadmap, including strategic priorities for developing information- based capabilities.

    • Defines roles and responsibilities related to data governance and ensures clear accountability for the DASH s information assets stewardship.

    • Liaises with Senior Director of Programs to ensure that data-related program requirements for protecting sensitive data are clearly defined, communicated, and well understood, and considered part of operational prioritization and planning.

    • Document and organize communications with staff, DV partners, consultants, and selected jurisdictions. This may include selection and communication with presenters, meeting facilitation, and coordination around grant requirements.

    • Identify patterns, processes, weaknesses and develop innovative training and technical assistance solutions for improvement to services.


Administration & Staff Management (30% LOE)

  • Manage, coach and mentor FT staff members and potentially additional interns or volunteers. Staff members who report to this position include:

    • Resident Coach & Systems Navigator (4)

    • Manager, Emergency Housing Program (1)

  • Ensure staff understands how to implement their work according to the model of voluntary service for clients, DASH model, and grant requirements.

  • Help staff develop problem-solving skills and leads team brainstorming to respond to nuanced and individualized cases.

  • Ensures staff receive funds to participate in professional development opportunities that align with staff work plans.

  • Participates in team meetings and internal DASH training opportunities

  • Provide resources and recommendations for Cornerstone team members professional growth.

  • Assist in employee recruitment, performance evaluation, promotion, retention, and termination activities.

  • Identify professional development opportunities that can further develop skills that contribute to leadership and management. This can include attending workshops, lectures, certifications, and training sessions.

  • Other duties as assigned.



Requirements

  • Bachelor s degree required.

  • 3-5 years of non-profit management experience. Experience in non-profit operations or program management preferred.

  • Proven experience in building cross-departmental processes and systems to build efficiencies and reduce errors.
