Job Description

LMS Systems Analyst

Location: REMOTE (within TX or ready to relocate in TX)

Duration: 9+ Months

Description:

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Under the direction of the Deputy Associate Commissioner for Program Operations for the Department of State Health Services (DSHS), serves as the key conduit for the enterprise-wide implementation and migration of LMS (Learning Management System) applications to the enterprise e-Learning platform. Oversees implementation and operation of DSHS's current and future LMS platforms. Project Manages LMS project at various levels of completion and monitoring the progress and schedule. This position will communicate with project stakeholder(s), management, and all other relevant parties.

Oversees all DSHS LMS activities. Work includes but not limited to, administering LMS activities, maintaining data records, running reports, researching new technology, testing courses, providing technical support, troubleshooting issues, assigning user roles, certifying DSHS developers and maintaining LMS processes. This position works with instructional designers, eLearning developers and other stakeholders to ensure courses are deployed on the LMS and meets business needs.

Liaisons across DSHS on agency wide LMS operations, enabling DSHS to fulfill its mission.

Required Skills:

  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, coordination of people and resources, and of project management principles and practices.
  • Knowledge of e-Learning tools, learning management systems; programing languages
  • Knowledge of curriculum design
  • Knowledge of training and development procedures and techniques.
  • Knowledge of computer systems and applications for data management.
  • Knowledge and familiarity with data systems, processes and visualization tools.
  • Knowledge of public administration and management techniques.
  • Knowledge of learning design models and principles; instructional design principles and techniques
  • Skill in using applicable software.
  • Skill in designing graphics and instructional content.
  • Skill in business, program, and systems analysis.
  • Skill in developing goals, objectives, and procedures to monitor and evaluate progress.
  • Skill in writing analyses, documentation, and reports.
  • Skill in organizing and presenting complex information to a variety of audiences verbally and in writing.
  • Skill in identifying problems, evaluating alternatives, and negotiating and implementing solutions.
  • Skill in translating complex technical information verbally and in writing for non-technical audiences.
  • Ability to formulate learning objectives.
  • Ability to apply instructional design principles.
  • Ability to develop training objective.
  • Ability to evaluate the effectiveness of training.
  • Ability to assess training needs.
  • Ability to troubleshoot technical issues.
  • Ability to communicate clearly, concisely, and effectively.
  • Ability to provide guidance to others.
  • Ability to prepare concise, accurate reports.
  • Ability to develop and evaluate policies and procedures.
  • Ability to write and revise standards and procedures.
  • Required four years' experience with authoring tools.

Preferred Skills:

  • Graduation from an accredited four-year college or university with major course work in a field relevant to assignment is generally preferred.
  • Preferred minimum of four or more years' experience in the field of Learning Management System administration.
  • Required Business Analysis and/or project management/project coordination experience.
