Job Description

  • The City, through its Information Technology Department, is accepting proposals for a PeopleSoft Administrator to support its PeopleSoft environments through December 31, 2026.
  • The City's PeopleSoft system serves as the backbone of numerous critical functions within the enterprise, spanning Human Resources, Finance, Learning, and other key areas.
  • It supports essential processes, including payroll, procurement, employee management, and financial reporting.
  • As such, the PeopleSoft Administrator's role carries a significant responsibility to ensure the continuous availability and functionality of these missioncritical applications.

The current system can be summarized as follows:

  • The City's PeopleSoft environment includes PeopleSoft Enterprise Learning Management, PeopleSoft Human Capital Management, PeopleSoft Financials Management.
  • The system currently runs on PeopleTools v8.58.22, with a planned upgrade to v8.60.
  • The development and test environments run on Windows servers and Oracle databases, while the QA and production environments run on load-balanced Windows servers, Oracle databases with the Appsian/Pathlock product.
  • There are six (6) lower environments to support development, three (3) QA environments, and three (3) test environments. In addition, there are three (3) sandbox environments that are refreshed nightly.
  • The system has a significant number of internal and external interfaces and application integrations.
  • The production environment is configured to be accessible internally as well as outside of the City's network.

Additional Project Specifications:

  • The number of estimated hours for this engagement is fifty (50) per week.
  • Any resource(s) from the Consultant must be able to work remotely.
  • Due to the nature of the data contained in the PeopleSoft environment, the resource(s) assigned must reside within the continental United States.

II. SERVICES

Consultant shall perform the following tasks and activities:

PeopleSoft System Maintenance

  • Perform tasks to ensure that the PeopleSoft system is available 24/7 14
  • As the PeopleSoft technical expert, participate in cross-functional projects, providing clear and concise communication. Assist with PeopleSoft customization and configuration issues.
  • Perform tasks to maintain system security and audit compliance, including scheduled password changes and certificate renewals.
  • Manage all external interfaces, system connectivity and troubleshoot failures.
  • Perform quarterly patching of PeopleSoft components including WebLogic, PeopleTools, Tuxedo, Elasticsearch, etc.
  • Facilitate the software development lifecycle by conducting code migrations across environments using the change management application PHIRE, application designer and data mover.
  • Create and implement system specifications to support workflow, access, and information security.
  • Maintain PeopleSoft system performance by proactively performing system monitoring and analysis, and performance tuning; troubleshooting system hardware, software, networks and operating system and system management systems; designing and running system load/stress testing; escalating application problems to support vendors, internal support team and leadership.
  • Apply patches/updates to maintain current versions of HCM, ELM and FSCM modules.

III. DESIRED EXPERIENCE AND QUALIFICATIONS

Consultant shall provide a resource(s) with the following experience and qualifications:

  • Minimum of 15 years of experience as PeopleSoft administrator working with complex, integrated, and customized environments.
  • Minimum of 10 years of experience administering PeopleSoft systems running on Windows servers and Oracle databases.
  • Minimum of 10 years of experience with Performance tuning SQL.
  • Minimum of 10 years of experience with WebLogic.
  • Minimum of 10 years of experience with Tuxedo.
  • Minimum of 10 years of experience with Change Assistant.
  • Minimum of 10 years of experience with Application Designer and Data Mover.
  • Minimum of 10 years of experience with managing PeopleSoft in a load balanced environment.
  • Minimum of 10 years of experience with managing SSL certificates in the PeopleSoft environment.
  • Minimum of 10 years of experience with the PeopleSoft Integration Broker.
  • Minimum of 10 years of experience with troubleshooting SQR, App Engine, COBOL, and BI Publisher.
  • Minimum of 5 years of experience with Deployment Packages (DPK).
  • Minimum of 5 years of experience with Elastic search frameworks.
  • Minimum of 5 years of experience with Puppet code and YAML.
  • Minimum of 5 years of experience with PeopleSoft Unified Navigation.
  • Minimum of 5 years of experience with openssl.
  • Minimum of 5 years of with PeopleTools Development and Administration with version 8.58 or greater.
  • Minimum of 2 years of experience with Appsian/Pathlock.
  • Minimum of 2 years of experiences with configuring and using PHIRE for migrations.
  • Minimum of 2 years of experience with the development and support of PowerShell scripts.
  • Minimum of 2 years of experience with Vagrant and Hyper-V.
  • Experience with upgrade to PeopleTools v8.60.15
  • Demonstrated 5 years of experience in effectively communicating technical concepts and solutions to both technical experts, non-technical business stakeholders and external vendors.
  • Demonstrated 5 years of experiences working independently to prioritize and manage multiple requests.
  • Demonstrated 5 years of experience meeting response times in accordance with service level agreement for high-priority requests.
