Job Purpose:
The Registered Service Manager will be responsible for the day-to-day management of the supported accommodation service for young children 16 to 17 preparing to leave care, to ensure compliance with the Supported Accommodation Regulations and Quality Standards. The successful candidate will provide effective leadership to staff teams, manage budgets and resources efficiently, and develop positive relationships with young people, their families, and other professionals involved in supporting them.

Develop and implement a robust financial management strategy for the service that ensures efficient and effective use of resources and delivers value for money, including managing budgets, income, and expenditures.
Ensure all financial transactions are properly recorded, tracked, and reported under relevant accounting standards and regulations, and regularly review and update financial policies, procedures, and practice guidelines.
Work collaboratively with other stakeholders, including funding bodies and partner organisations, to secure funding and resources for the service and to develop effective partnerships that maximize the impact and reach of the service.
Identify income generation and cost reduction opportunities, develop and implement strategies and action plans to realize these opportunities, and ensure that all staff are fully trained and competent in financial management.
Foster a culture of financial responsibility and accountability within the service, encouraging staff teams to proactively manage budgets and resources and be accountable for their financial decisions and actions.
Monitor and evaluate the service s financial performance on an ongoing basis, using data and feedback to identify areas for improvement and implement action plans to address them, and integrate financial systems and processes into wider business planning and performance management processes.
Compliance with Regulations:
Ensure full compliance with all relevant legislation, regulations, policies, and procedures related to supported accommodation services, including the Supported Accommodation Regulations and Quality Standards, Children Act 1989 and 2004, Care Standards Act 2000, and other relevant legislation; maintain up-to-date knowledge of all applicable regulations.
Provide staff with proper training to ensure their competence in applying relevant legislation, regulations, policies, and procedures.
Regularly review and update the service s policies, procedures, and practice guidelines to reflect best practices and comply with all relevant legislation, regulations, and quality standards.
Adhere to all health and safety requirements, including conducting risk assessments, following fire safety and infection control measures, and maintaining accurate records, including placement and incident reports, as required by legislation and regulations.
Implement the Guide to the Supported Accommodation Regulations, including Quality Standards and relevant legislation in all service delivery and compliance aspects.
Complete Regulation 32 reports every six months, fit for purpose and submitted to Ofsted.
Ensure the organisation and each service has a workforce development plan, location risk assessment and business continuity plan.
Ensure the Statement of Purpose for each service is kept up to date and that when adjustments are made a copy is sent to Ofsted within 28 days.
The candidate must meet the Supported Accommodation Regulations fitness requirements.
Experience:
At least two years of relevant experience within the last five years working with vulnerable young people in a supported accommodation service or similar setting.
Proven experience managing a supported accommodation service or similar settings, including managing multiple locations, budgets, and resources effectively and developing financial management strategies that deliver value for money.
Demonstrable experience in developing and implementing person-centred care and risk management plans for young people.
Experience managing staff, including recruitment, training, supervision, and performance management, and fostering a team culture of continuous improvement and learning.
Proven experience in working collaboratively with other professionals, agencies, and stakeholders to deliver high-quality services that meet the needs of young people, ensuring compliance with relevant legislation, regulations, policies, and procedures and maintaining accurate records.
Experience in working with young people with complex needs, including mental health issues, and in a multi-agency environment is desirable. Experience in service improvement, quality assurance, and driving forward positive change.
Knowledge:
Thorough knowledge of Supported Accommodation Regulations and Quality Standards and other relevant legislation, regulations, policies, and procedures for supported accommodation services.
Understanding of safeguarding procedures, child protection legislation, and mental health issues that may affect young people in supported accommodation.
Awareness of best practices for delivering person-centred care and promoting young people s independence, choice, and control.
Familiarity with financial management principles, effective leadership and management practices, quality assurance principles, and partnership working.
Knowledge of diversity, equality, and inclusion principles and their importance in supported accommodation services.
Experience in service improvement and change management and the ability to drive positive change within the service.

Specific Tasks:
Manage all the provider s settings to comply with Supported Accommodation Regulations and Standards and related guidance.

Note: The Registered Service Manager may have to do more duties as instructed by the Registered Person or required by changes in legislation or regulations related to supported accommodation services.
