Interim Chief Financial Officer

Qualifications:

  • Minimum Educations - Master's Degree in business, finance, accounting or related field
  • 10 Years of progressively responsible technical and administrative experience in accounting or finance at an executive level in government, community center or healthcare industry.
  • 3 years of senior management level experience in the field is required.
  • Demonstrated success in accounts payable/receivable, payroll and auditing.
Job Purpose
The Chief Financial Officer (CFO) is responsible for overseeing the financial operations of the agency and making decisions based on the company's financial stability.
Essential Functions
  1. Develop, in collaboration with the CEO and the Executive Leadership Team, an annual operating budget that supports the agency's long-term operations strategy.
  2. Assist the CEO in developing and overseeing the long-term business strategies of the Agency by creating tools and systems to provide critical financial and operational information to make actionable recommendations on both strategy and operations.
  3. Keep the CEO and Division Chiefs fully informed in a timely and candid manner of the financial operations of the Agency.
  4. As requested by the CEO, attend meetings of the board(s) and its committees, to present financial information.
  5. Foster a corporate culture that promotes ethical practices, customer service and encourages individual integrity.
  6. Maintain a positive and ethical work climate that is conducive to attracting, retaining, and motivating a diverse group of top-quality employees at all levels.
  7. Lead the sustainability strategies of the Agency.
  8. Direct audits and timely filing of reports.
  9. Ensure legal and regulatory compliance regarding all financial functions.
  10. Ensure financials and reporting is timely and accurate for internal divisions and external funders including county, state, federal government and/or grants.
  11. Oversee preparation of month-end, quarter-end and year-end financial statements.
  12. Serve as a key point of contact for external auditors, manage preparation and support of external audits.
  13. Represent Agency with investment bankers.
  14. Assess and evaluate financial performance of the Agency with regard to long-term operational goals, budgets and forecasts.
  15. Review and ensure application of internal controls, compliance, and financial procedures.
  16. Enhance and implement financial and accounting systems, processes tools and control systems.
  17. Utilize forward-looking models and activity-based analyses to provide financial insight into the Agency's plans and operating budgets.
  18. Oversee weekly treasury management and AP department, approve large payables, sign checks, authorize large wires and ACHs.
  19. Oversee cost and other reports as required.
  20. Ensures the accuracy of the Agency's financial statements and general ledger and presents the monthly financials and annual budget to the Board of Trustees.
  21. Represent the agency in county and state meetings as directed by the CEO.
  22. Oversee the design, enhancement, implementation, reporting, and oversight financials, revenue cycle and treasury management, accounting, credit, forecasting, and payroll.
  23. Oversees the financials and accounting of the MHMR Foundation and reports to the Foundation Board of Directors.
  24. Directs and/or participates in all the Agency's fiscal/cost report preparation, internal control and budget; and participates in state-level initiatives, as directed by the CEO.
  25. Manages and directs the following departments: finance, accounting, payroll, treasury, and revenue cycle management.
  26. Reports directly to the CEO and is as a key member of the Executive Leadership Team.
  27. Actively engaged in guiding and supporting the business managers for each division.
  28. Take a leadership role in building, implementing, and overseeing all the processes, workflows, and procedures for his assigned departments.
  29. Play a critical role in helping to shape and guide the future growth and development of financial strategy of the Agency.
