Job Description

Job Title: Business Analyst (part time)
Client: National Institutes of Health
Duration: 3 years
Location of Performance: Primary work will be completed at the contractor's location. Meetings with OALM staff will be performed at: 6705 Rockledge Dr, Bethesda, Maryland 20817; or elsewhere, as needed.

Tasks
The consultant shall provide OALM with comprehensive IT support services to include the following:
Program Management (non-billable)
Requirements Management
SharePoint Application Development (i.e. Workflow Development)
System Analysis
Solution Design
User Acceptance Testing
Technical Documentation
End-User Training, as requested by the government
OALM Dashboard Support
The consultant shall maintain and enhance the SharePoint 2019 application within OALM, that includes custom applications built to aggregate information across different systems and present information for analysis and decision-making. Future enhancements will be defined by OALM management as user requirements are defined and documented. Enhancements may include but are not limited to future integration with NIH Human Resources systems.
The OALM Dashboard includes a Test environment and a Production environment behind the NIH Virtual Private Network. OALM Dashboard information is composed of current and past data, historical information on awards, initiatives, employee details. The OALM dashboard includes drill down searching option, reporting modules that include employee reports, vendor management and contracts reports, and office space. This task also involves necessary system support, maintenance, and training as requested by the government.
An integral feature of the OALM Dashboard is the workflows and PIV card signatures on PDF and other documents in Google Chrome and other browsers. The work requires the continued maintenance and development of workflows and online forms.
The OALM Dashboard site is located on a shared SharePoint 2019 environment hosted by NIH's Office of Information Technology (OIT). The shared environment is principally sponsored by the Division's Office of AIDS Research that includes the Division of Program Coordination, Planning, and Strategic Initiatives Dashboard (DPCPSI) intranet, hosts similar dashboards (i.e. DPCPSI's Dashboard), and the SharePoint site for the Office of Research of Women's Health. While this procurement is exclusive to the OALM Dashboard and the site collections under it, the shared environment is an important factor as it involves coordination, authorization and communication with administrators of the shared environment.
The authorized users of the OALM Dashboard include OALM federal employees and consultants with the estimated total fluctuating between 500-700 users. A maximum of 10-20 users are in the system at any given time.
OALM Dashboard Change Request
The OALM Dashboard changes are primarily submitted and managed through the Dashboard's Change Request (CR) SharePoint list hosted in the OALM Dashboard environment. CR's are submitted by the government and the consultant is expected to provide an estimated level of effort, completion date and updates on the CR's progress.
