The Data Warehousing Specialist (DWS) designs, implements, and supports data warehousing initiatives.

Overview:
The Data Warehousing Specialist (DWS) designs, implements, and supports data warehousing initiatives. He or she is a senior level resource that is responsible for aspects of the Data Warehousing arena that include architecture, analysis, design, and implementation of Business Intelligence, Data Warehousing, and Data Mart initiatives. The DWS could contribute by defining system and application architecture, providing vision, anticipating problems, and solving problems. He or she could also code, develop, and design. Often, the DWS will consult with the client to define needs or issues, conduct research, perform studies and surveys to obtain data, and analyze problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization.

Roles and Responsibilities:
All roles specified in DWS1 plus the following:
Setting or enforcing standards and overall architecture for data warehouse systems.
Demonstrated problem resolution skills with team of persons, and strong leadership with implementation team.
Understanding of data warehouse Metadata concepts, tools and different data warehouse methodologies.
Responsible for the ongoing architecture and design of the data warehouse, data mart, and reporting environments.

Skills and Technologies:
Could include various technologies and roles including Data Warehouses and Data Marts, Star Schema, Snowflake design methodologies, SQL Server, Oracle and other BI systems from Cognos, Hyperion, SSRS/SSAS, Actuate, SAS, and many more

What is the justification for the request (identify the project, responsibilities, estimated duration)?
Justification:

Over the past two years the Department of Health and Human Services (DHHS) has quickly developed a systems to successfully register, schedule and administer vaccines to over 500,000 people in our state. Additionally, DHHS has stood up a comprehensive Immunization Information System (IIS) that has managed the accountability for more than 2 million doses of vaccine. DHHS is looking to improve and enhance the interoperability of COVID-19 vaccination data systems.
Utilizing CAI technical resources will support the integrity, security and privacy features of these systems. This CAI position will address data quality among the NH Immunization Information System (NHIIS), Vaccine and Immunization Network Interface (VINI) and DHHS Enterprise Business Intelligence Solution (EBI) to ensure the data captured from NHIIS and VINI then flows into DHHS EBI where further analysis can occur. This position will provide analytical and design work, including creating and enhancing data models, data mart and ETL integrations to support DHHS' decision making and reporting.

Responsibilities include:

The EBI Data Warehouse Specialist will work closely with members of the EBI & analytics data team to define and implement new data models and analytic structures to support DHHS reporting and analytic needs. This includes the design of dimensionally modeled data mart, database views, and development of complex ETL/data integration software using technologies such as Informatica, metadata management, Erwin or similar data modeling tool.

Analyze multiple heterogeneous data sources to formulate data models in support of business reporting needs.
Analyze DHHS EBI data and transformations and perform data validation and integration testing.
Analyze data system to develop sustainable methodology to share and update data among multiple source systems and the EBI data warehouse.
Maintain conceptual, logical and physical data models along with corresponding metadata.
Investigate and troubleshoot data quality issues from source systems through data warehouse Informatica transformations and data models to Tableau visualizations and outbound interfaces.
Design, develop, and test ETL processes to accommodate changes in source systems and new business requirements.
Effectively communicate with business SMEs regarding data quality concerns and data gaps or limitations restricting data models and reporting.
Responsible for root cause analysis and complex problem resolution.
Proficiency with Informatica Powercenter, EDC (MetaData Management), IDQ (Data Quality). Erwin, and Tableau
Work as directed by DoIT management to apply DoIT coding standards, Release Management procedures, source code control (GitHub) and best practices.
Must safeguard and protect data in compliance with established EBI Data Governance, any state, federal or industry regulations and standards.
Produces estimates of time and resources required to perform various tasks as part of a team.

Duration: Approximately 12-24 months
