I. PROJECT DESCRIPTION AND REQUIREMENTS
The Systems Engineer position is the subject matter expert for IT Server Infrastructure at the Washington Health Benefit Exchange (WAHBE), leading efforts for server and system designs, engineering, and planning.
These efforts support end user technologies, which includes System Engineering and Administration, asset management and other end user services duties as defined by leadership. In addition, specific responsibilities to help support Healthplanfinder.org (HPF) include working closely with the HPF vendor and hosting provider to recommend and help architect solutions, identify monitoring needs, and helping coordinate any infrastructure-related activities with other HPF external business partners. The position must establish and maintain server related standards, architectural designs and planning efforts, effective working relationships, with staff at all levels within WAHBE, state agencies, vendors, agents, and others as needed.
This Resource will design, plan, and implement core system infrastructure to support WAHBE's IT system needs and install and configure new systems. Resource will research, design, and develop systems for WAHBE and set the standards and procedures for how systems are administrated.
This resource will provide expert-level Systems Engineering services to WAHBE specifically supporting infrastructure environments in Microsoft Azure Government and Azure Commercial Clouds, and some limited on-premise corporate infrastructure.
This resource will be a team member of the Cloud Infrastructure Server team. Client: Washington Health Benefits Exchange
B. PROJECT TEAM AND ENVIRONMENT This resource will work closely with members of the Cloud Infrastructure, Engineering, Executive Leadership Team, and Data & Reporting teams, along with the rest of WAHBE staff and vendors as needed. This resource will help WAHBE's Networking and Server engineers, and administrators operate and build WAHBE's on premise, Azure Government, and Azure Commercial networks and servers.
QUALIFICATIONS AND EXPERIENCE
Required:
Experience with enterprise Linux server administration.
Bachelor's degree in IT, computer science, or technology related field AND 4+ years of progressive experience in an advanced technical role.
At least 3+ years of application support using IIS, Apache, or similar web server/hosting products.
5+ years of experience with Cloud and virtualization platforms for server deployment (Hyper-V, VMware, Azure, AWS etc.).
4+ years of experience with automation and scripting automated common tasks with bash, PowerShell, or similar language.
At least 2 years of experience supervising or managing IT teams of two or more.
At least 5 years of enterprise infrastructure engineering experience to include:
- Experience with cloud- based solutions using Infrastructure as a Service (IaaS), Platform as a Service (PaaS) or Software as a Service (SaaS) on a large-scale cloud provider (AWS, Azure, etc.).
- Experience with Service-Oriented Architecture (SOA) and environment separated system designs based on technology and activities.
- Experience with central user authentication and authorization with single sign on.
- Experience with enterprise Windows server administration (File Servers, FTP, Certs, etc.).
- Experience with meeting and implementing regulatory, security and policy requirements.
Desired:
Experience with Azure Red Hat OpenShift or other containerization platform.
Experience with Cloudflare or similar Content Distribution Network (CDN).
Experience with the Nutanix virtualization platform.
Familiarity with Infrastructure As Code, DevSecOps concepts, and GitHub, or similar versioning system(s).
Experience with Agile processes.
Experience with administering Red Hat Linux server environments.
Experience and general understanding of object-oriented coding (Java, Python, .Net, etc.) or scripting.
Experience with OEM (Oracle Enterprise Manager), SolarWinds Orion, and other monitoring solutions.
CompTia A+, CompTia Network+, MCP, MCSA, CCNA or other industry recognized certifications.
Experience in the government and/or health care fields with exposure to marketing, public relations, public affairs, or closely allied disciplines.
ITIL foundations certification.
