business partners and IT staff. Business Analyst/Consultant capabilities with 8 - 10 years of experience in the field or in a related area.
Relies on experience and judgment to plan and accomplish goals. Independently, performs a variety of complicated tasks. A wide
degree of creativity and latitude is expected.
Position Summary
The Business Analyst works in the Department of Justice (State of Wisconsin) for the Bureau of Computing Services team. Under the supervision of the Deputy IT Director, this position provides department-wide business analysis services for the development and improvement of business processes and applications in a highly complex, highly integrated environment across multiple platforms. The Business Analyst is responsible for gathering and documenting clear, unambiguous, and testable business requirements from the client and understanding the business requirements thoroughly to communicate the business need and system functionality to technical and non-technical stakeholders, project team members, and the user community. The resource will be responsible for working with the project team and stakeholders to examine existing and future-state business processes, data, and systems.
Responsibilities
- Responsible for business analysis activities for the Department of Justice production activities and project portfolio.
- This position works closely with project managers, IT staff, and business partners to achieve business objectives. This position requires effective communication with technical and non-technical users to explain IT solutions.
- Responsible for adhering to the project schedule by developing and maintaining the project backlog during Agile projects and working with the product owner to set priorities throughout the project.
- Responsible for understanding high-level information governance objectives and ensuring appropriate stakeholder inclusion and/or awareness regarding data requirements.
- Responsible for appropriately resolving critical IT issues pertaining to the BA role.
- Experience creating business process mapping, process flow diagrams, entity-relationship diagrams, user stories, RACI's and requirement traceability matrix.
- Evaluates software development procedures used to verify that programs function according to user requirements and conform to DOJ standards and best practices. This position is responsible for drafting system/failover test plans and leading the testing and troubleshooting for new applications and application changes. This involves system testing, integration testing, user testing, and post-deployment verification planning.
- Develops and documents vetted contingency plans in case of risks or roadblocks.
- Responsible for consensus and relationship building between Business, IT teams and BRMs.
- Responsible for relationship management responsibilities for assigned vendors. Clarifies design expectations. Answers business and technical requirement questions. Researches and involves appropriate parties to resolve more complex business and technical issues.
- Continuously assesses systems as business direction changes for impacts on existing designs. Understands impacts and works as appropriate to determine the best solutions.
Knowledge, Skills and Abilities
- 8+ years of experience in Business Analysis and working with IT teams Bachelor's Degree in a Computer or Business- related field.
- Proven experience eliciting business requirements, developing documentation, and proposing solutions.
- Experience partnering with project managers and developers using agile methodologies
- Strong written and verbal communication skills, including technical writing skills
- Ability to communicate complex concepts, policies, and processes, to large groups of people with widely varying levels of expertise, in a way that maximizes comprehension and retention of the material.
