The Senior Systems Programmer for Legacy Systems, for maintenance and support of Z/OS systems, is responsible for planning and upgrading the systems on a County-established basis, verifying the health of all systems, and making necessary changes as required. This includes analyzing the issues reported by development teams making necessary recommendations; planning and designing systems architecture; working with customers to test applications post-upgrade; ensuring software is compatible with operating systems; upgrading hardware in a timely manner with minimum downtime windows; evaluating new application software technologies; and/or ensuring that relevant security products are patched on a regular basis. The Senior Systems Programmer for Legacy Systems, for development of operating systems, is responsible for analyzing systems requirements, risks and costs; evaluating, selecting, verifying and validating systems software environments; evaluating, selecting and installing compilers, assemblers and utilities; integrating hardware and software components within systems environments; monitoring and fine-tuning performance of systems environments; evaluating new systems engineering technologies and subsequent effects on operating environments; and/or ensuring that information security/information assurance policies, principles and practices are integral elements of operating environments. A Senior Mainframe Systems Programmer is responsible for leading and/or supporting the most complex IT infrastructure, modification, installation, testing, implementation, maintenance and enhancements of new or existing system software products. This classification must plan, install, configure, test, implement and manage core system software products in support of the Countys IT architecture and business needs. Special organizational or functional industry position titles for systems programmer include, but are not limited to, Z/OS System Administrator, MVS Systems Administrator, CICS/IMS/DB2/ADABAS Systems Programmer, and Z/OS Network and Storage Administrator. The following technology skill sets are required to perform in this classification -IBM: Z/OS, IMS, DB2, ADABAS, SMP/E, JCL, IMS DB/DC, CICS, ACF2, ASSEMBLER/ COBOL/ REXX, CONTROL-M, VTAM, TCPIP, NETVIEW, NATURAL/ SUPERNAT, ENTIREX, CA SPOOL, IMS & DB2 BMC Tools, HMC/HOD/IODF, VTS. 1. A strong technical background in Access Control Facility2 (ACF2) and an in-depth knowledge of the IBM mainframe environment. The candidate will serve in the capacity of an ACF2 Security Administrator and support consultant providing daily ongoing support for Secure Access Operation and the Technology Division systems staff on items relating to mainframe ACF2 security such as software upgrade testing and implementation, rule and resource access development, testing, provisioning, and reporting. 2. Designs, implements, audits, diagnoses, and monitor systems to enforce security controls within ACF2 z/OS mainframe security system. 3. Maintain the current legacy security management system utilizing ACF2, Common Business-Oriented Language (COBOL), Restructured Extended Executor (REXX), Information Management System (IMS), Customer Information Control System (CICS), Interactive System Productivity Facility (ISPF 4. Design and implement rules and resources necessary to support the mainframe Secure File Transfer (SFTP) development project. This classification must have a minimum of seven (7) years of experience in Z/OS Systems programming, with at least four (4) years of that experience in a lead role. 1. A minimum of five (5) years experience within the last seven (7) years in a mainframe ACF2 support and troubleshooting role. 2. A minimum of five (5) years experience within the last seven (7) years with IBM mainframe programming, maintenance, and support utilizing the following languages: COBOL, REXX, CLIST, IMS, CICS, ASSEMBLER, and JCL. 3. A minimum of three (3) years experience within the last five (5) years supporting ACF2 Assembler Language Exits and updating the Exits as needed. 4. Must have 2 years experience within the last 5 years as a senior-level IBM Mainframe ACF2 Administrator supporting IMS, CICS command and transaction controls, UNIX System Services facility security, OMVS profile definitions, SAF definitions, ACF2 Global Systems Options (GSO) records, ACF2 product verification, configuration, testing and rule administration. Must read and interpret and generate reports from SMF records generated by z/OS and ACF2. 5. A minimum of three (3) years experience within the last five (5) years installing, maintaining, and upgrading ACF2 system components, mainframe SSL/TLS security, and Digital Certificate Implementation and support. This classification requires the possession of a bachelors degree in an IT-related or engineering field. The prospective candidate will provide: 1. Expert investigation and recommendation on best practices related to mainframe ACF2 security. 2. Provide knowledge transfer to Security Access Operations and Technology Division system's staff through training and mentoring
