The role of the Senior Enterprise Architect includes (but is not limited to) the following duties:


Assist with the process architecture in support of the Department of Health s risk mitigation interventions, vendor controls, transformation, innovation and ageing technologies.

Developing relevant process architecture guiding principles, maintaining a current-state business process documentation (and repository), and developing target future-state business process architecture.

Contribute to the creation of enterprise context trends for the DOH business processes and enterprise business process architecture change requirements.

Ensure enterprise-wide information and technology standards are kept (and solution investments are leveraged), regarding business change requirements and when designing the future-state of business processes.

Facilitate or contribute to the creation of future state enterprise business architecture models (such as process hierarchies, taxonomies, topologies as well as DOH business led capability models and value chain models) to use across multiple business process improvement opportunities and to manage interdependency analysis with other projects or change initiatives.

Provide a bridge role between DOH EA s and BPM, sharing input from both disciplines in their separate planning activities.

Collaborate with business and IT leaders to ensure that these guidelines, policies, standards and hierarchies are adhered to when evolving a process into the future state.

Work with the project teams to identify the process, financial, and organizational benefits and risks of proposed process changes, and align priorities to ensure an enterprise prioritization.

Provide guidelines for the business analyst s and DOH EA s to follow when determining the current "as-is" state of a business process, and maintain current-state business process documentation

Work with the business analyst and related team of business subject matter experts to determine the future-state of a specific business process and communicate those to the DOH federated EA Team.

Analyze proposed BPM projects and conduct detailed post project review to assure business outcomes, including metrics, were actually achieved, and generate reports.

Leverage DOH BPM guidance and information artifacts (including general BPM goals of process visibility, accountability and adaptability) to consult with line of business (LOB) to define, design and improve business processes, functions and, and to identify and promote common enabling information and technologies and frameworks, based on business requirements.

Maintain the process repository (with changes or input coming from specific process improvement projects or current state documentation efforts done by a variety of roles) and encourage reuse.

Identify process interdependencies, as well as process to non-process interdependencies, such as information and technology, and systems or solutions.

Outcomes:

Road map Describe key business change requirements and then the plan for how this will be supported by senior management and other key stakeholders.

Business requirements gap analysis Describe how current business requirements are supported and what needs to change in order to support future business requirements.

Business process impact assessment Analyze each proposed process change (or project) that includes a risk and benefits analysis along with an interdependency analysis with other business processes as well as information, technology and solution portfolios.

Business process opportunity assessment Identify strategic BPM opportunities, particularly for cross-boundary BPI, supported by interviews and workshops with key process stakeholders to evaluate where processes could be improved and how (e.g., follows business requirements gap analysis deliverable that identified opportunities for more detailed assessments).

Business process repository Collect documentation of business process models and the corresponding business process policies. Documentation on business process guidelines, standards and hierarchies should also be kept here, and the repository should be accessible to all appropriate stakeholders and users.

BPA and BA role charter outline the shared responsibilities between the Health EA s and BPM groups (with responsible, accountable, consulted and informed [RACI] model) and identifies who is responsible for a specific task and presentation to communicate it.



Requirements

Minimum Requirements:

Degree (or equivalent 3 year+ Tertiary qualification) in Computer Science, Software Engineering, Information Systems or equivalent.

Minimum of 7 years experience as a Business Architect or equivalent role.

Experience working in large organizations.

TOGAF 9 certification.

IHE certified.

Operational Requirements:

"As is" process discovery; "To be" process modeling and analysis.

Data gathering, and quantitative and qualitative data analysis Root cause analysis and impact analysis.

Social BPM techniques such as contextual inquiry, business narratives and value networking analysis.

Familiarity with any BPM modeling notation (such as BPMN) used by the organization.

Technical Requirements:

Business process modeling and analysis tools and techniques.

Building and maintaining a business process repository, using tools such as BPMS or BP analysis tools.

Minimum Competencies:

Critical thinking and problem solving. The ability to create original concepts and theories for a variety of projects, and to think creatively and beyond normal constraints.

The ability to translate business goals and metrics into business process outcomes.

Knowledgeable in designing and constructing business processes, functions and organizational structures.

Knowledge and experience in BPI methods such as lean and Six Sigma.

Knowledge and experience in business process modeling and analysis tools

Ability to reach out across the organization and communicate with people at different levels, with diverse needs and agendas; related capabilities include facilitation and teaming skills.

Ability to analyze project needs and balance competing interests, and to determine the resources needed to meet objectives and solve problems that involve remote and elusive symptoms and often span multiple environments in a business area.

Ability to perceive patterns and relationships between technologies, processes, information, business models and people.

Ability to identify emerging technology that can add business value, and to modify business practices to take full advantage of technology innovation.
