Purpose of Assignment:

Under its collaborative overarching programme with Patna Municipal Corporation (PMC), United Nations Population Fund (UNFPA)-Bihar and Diksha Foundation has envisaged to work extensively on Documentation and Communication of the work being carried out under the project. Diksha Foundation has been engaged by UNFPA to implement the PMC-supported project in Patna Urban Slums. In the same regard, an agency is to be hired with expertise and experience in documentation and communication (including social and behavioural change communication and related campaigns with the community and media), working in urban areas with Urban Local Bodies (ULBs). The hired agency will be responsible to deliver the given task under the given timeline by Diksha Foundation and UNFPA. The document, material, audio-video, other creatives will be developed under the supervision of the Diksha Foundation and UNFPA for its finalisation; and eventually be shared with Patna Municipal Corporation (PMC) for its endorsement and sharing at larger platforms. The assignment is to develop creative materials that can fulfil the requirements of UNFPA and PMC for widespread information dissemination for the purpose of learning, awareness creation, social and behavioural change, and advocacy.


Background and Program area

Under the Patna Municipal Corporation (PMC) and UNFPA s collaborative project namely, Sustainable and Inclusive Urbanization in Patna: Promoting safe, healthy and inclusive model for slum development , a major component is on developing a gender and rights based inclusive slum by documenting and creating different type of creatives around them. On the other hand, as PMC is already focussing on SBM 2.0 in the 75 wards along with other innovative programs for the development of the wards and improving the health conditions of the people living in the slums. Along with the implementation of the several schemes and programs there is an urgent requirement for awareness creation and message dissemination on various issues related to health, sanitation, social issues prevailing in slums such as child marriage, gender-based violence, domestic violence, education drop-out across all the slums of Patna. The IEC (Information, Education and Communication) tool with its various components plays an important part in awaring the masses specifically the slum population and helps them to take informed decisions. The PMC is striving to keep the city clean, sensitize its citizens on their roles and responsibilities with its various innovative approaches and dedicated team spread across all wards. The use of IEC materials, regular campaigns, citizen feedbacks and documentation of best practices will support Diksha foundation, UNFPA and PMC in delivering the objective of Swacchata Sarvekshan in a better way.




Requirements

Major Tasks to be accomplished:


The major task that are needed to be accomplished under the assignment are:

  • Review and understand the socio-cultural background of the initiatives of PMC in the Patna city and design IEC materials, creatives, SBCC activities and campaigns accordingly

  • Review the creatives developed by PMC

  • Understand the Swachh Bharat Mission 2.0 for the ULBs and Swachhta Sarvekshan

  • Take note of the tasks required related to the development of creatives and IEC materials/KM products for the PMC

  • Field level regular SBCC activities on issues such as child marriage, gender-based violence, health, access to health services to slum dwellers and 1 focussed SBCC campaign every quarter

  • To design the campaign activities, IEC materials and prepare campaign report

  • Training of Out Reach Workers of UNFPA -PMC project to conduct SBCC activities and campaigns in the field

  • To develop creatives on Community level behaviour in relation to their health and social issues like child marriage, domestic violence, education dropout, sanitation and cleanliness, and related attitudinal changes

  • Some specific products like the coffee table book, songs, and videos for social media to be developed theme wise

  • Develop the creatives as required by UNFPA and PMC and submit the soft copy of the materials developed in the required time frame


NB: PMC/UNFPA will provide the primary/secondary data, figures, pictures, logos etc. required for the development of the creatives, IEC materials and KM products.



Qualification & eligibility criteria:

Submission of relevant CVs as per the proposal with master s degree in relevant fields.

Experience of working with government work will be an asset.

Proficiency in English and Hindi report writing is essential
