Role Purpose:
Assists Internal Security Director in building and actioning all facets of future NEOM Policing capabilities
Manages and supervises NEOM employees and NEOM contractors in delivery of all public safety services
Manages all safety issues in NEOM communities and NEOM-proponent properties and functions as the main point of contact to ensure all related incidents, activities, and connections are being appropriately handled by NEOM employees and NEOM contractors
Creates and provides and ensures delivery of an integrated, accessible modv el of community safety based on engagement with residents, contractors, internal and external proponents, and Base Economy assets
Works closely with facility security supervision, personnel and infrastructure to fully align all facets of safety and security both inside NEOM communities and the areas immediately adjacent
Models, ensures implementation and teaches the SARA model (Scan, Analysis, Respond, Assess) for use by team NEOM employees and NEOM contractors to provide both preventative and response capabilities to identified safety issues
Facilitates, supports and instills utilization of CPTED principles (Crime Prevention Through Environmental Design) to continually assess and reassess internal NEOM community structure for best resident and visitor safety
Manages traffic patterns and roadway travel in the areas immediately adjacent to NEOM communities to ensure roadway safety near live/work camps
Supervises NEOM employees and NEOM contractors in assessing community needs and builds structures, processes, and policies in preparation for the assumption of full policing authority. Examples include crime reporting templates, coordinated community engagement, codified roles and responsibilities for current and future Community Safety Officers
Establishes relationships with NEOM community members, internal and external stakeholders, and Base Economy resources in furthering all aspects of safety within, and immediately surrounding, a NEOM community
Coordinates and communicates with facility security personnel for overall smooth functioning between both access control / perimeter integrity and internal community safety issues
Manages the main response element personnel for public safety related issues and calls received through the 911 Call Center; actively mentors and teaches leading techniques related to public safety delivery
Reviews and approves reports of crimes that occur; ensures cooperation with the Investigations Manager to ensure smooth functioning between teams of all pertinent information and work flow
10+ years of experience as a police officer with a municipal law enforcement agency
Understanding of accepted Community Policing practices and their implementation
Experience conducting training on a variety of identified and related topics
Knowledge of effective policing policies and procedures
Broad background responding to, and supervising, those who respond to a holistic base of community safety concerns
Experience conducting initial investigation of crime scenes
Knowledge of traffic collision reporting and identification of road safety mitigation tools
Qualification
Graduate of an acceptable academy or institution that taught basic policing principles
Degree-level qualification or equivalent training and experience in related field
Qualifications in road traffic safety and collision investigation, policing response methods, policing policy and procedure implementation and use
