Indonesia has established national standards for Fortified Rice Kernels (FRK) and Fortified Rice (FR) creating an enabling regulatory foundation for large scale implementation. However critical policy and operational question remains: Can fortified rice be integrated into MBG in a cost efficient technically feasible and fiscally sustainable manner within the indicative meal budget envelope ( IDR 10000 per meal)
This costing study is designed to generate decision ready evidence to answer this question. It focuses on understanding the incremental costs key cost drivers and cost efficiency levers associated with integrating fortified rice into MBG taking into account Indonesias diverse rice value chains and regional supply structures.
The findings are intended to directly support government decision making on budgeting procurement design and scale up pathways for fortified rice within MBG and to inform policy dialogue at national and sub national levels.
To generate robust policy relevant costing evidence on the integration of fortified rice into the MBG programme by analysing the full rice value chain estimating incremental costs relative to non-fortified rice and assessing affordability and cost efficiency under realistic scale up scenarios including implications for public procurement and budgeting.
Specific Objectives
Estimate the incremental cost per kilogram and per MBG meal/ration of fortified rice compared with non-fortified rice under MBG procurement and delivery modalities.
Identify and quantify key cost drivers along the fortified rice value chain including FRK production/procurement blending packaging logistics quality assurance and regulatory compliance.
Analyse regional cost differentials across selected provinces reflecting differences in milling structure logistics constraints and supply chain maturity.
Model alternative scale sourcing and configuration scenarios (e.g. centralized vs. decentralized blending; domestic vs. imported FRK) to assess economies of scale and cost reduction pathways.
Assess the compatibility of fortified rice integration with the MBG budget envelope including identification of indicative cost benchmarks and efficiency levers relevant for government procurement competitive tendering and scale up decisions.
Develop a replicable costing model/tool that can be used by Government and partners to inform future expansion beyond initial implementation areas.
SCOPE OF WORK AND KEY RESPONSIBILITIES:
Geographic focus: Selected provinces representative of diverse rice value chain and logistics conditions (expected to include East Java West Java and Nusa Tenggara Timur).
Programme focus: Rice supplied for noncommercial use within MBG kitchens and delivery systems.
Value Chain Coverage: The analysis will cover the full fortified rice value chain relevant to MBG including:
- Fortified Rice Kernel (FRK) production procurement and transport
- Rice milling (small medium and large mills where operationally relevant)
- Blending operations and blending equipment
- Packaging and labelling suitable for MBG procurement (noncommercial specifications)
- Storage transportation and lastmile delivery to MBG kitchens
- Quality assurance routine laboratory testing and regulatory compliance costs
Methodological Approach: The consultant will apply a structured valuechain costing methodology for rice fortification adapted to the Indonesian MBG context.
Data Sources and Collection
- Primary data: structured and semistructured interviews with millers FRK suppliers government stakeholders (NNA NFA BAPPENAS MOH Coord Min of Food) provincial government BULOG partners (including KFI TechnoServe).
- Secondary data: MBG planning data official statistics regulatory documents and existing analytical work
Linkage with other analytical and policy processes: While this study focuses strictly on costing affordability and efficiency its outputs will be structured to support:
- Policy dialogue on the feasibility of integrating fortified rice into MBG at scale
- Interpretation alongside existing or parallel analyses on nutrition impact and programme design
- Development of practical recommendations for pilottoscale transition including expected cost trajectories as volumes increase
- If required the study should support the evidence generation work related to MIMI social and behaviour change and acceptability studies.
- Provide MBG programme data regulatory context and strategic guidance
- Lead validation workshops and dissemination of findings
DELIVERABLES:
Inception Report: Concept note methodology draft costing tool Draft Costing Study Report: Detailed analysis of costs scenarios and preliminary findings Final Costing Study Report: Policy oriented report including
- Incremental cost estimates (per kg and per MBG meal)
- Disaggregated cost drivers along the value chain
- Affordability assessment against MBG budget parameters
- Implications for pilot to national scale up including expected cost trajectories as volumes increase
- Practical options to reduce costs and improve efficiency
Costing Model / Tool (Excel based): Replicable and adaptable for broader scale up Policy Presentation Deck: For government dialogue and stakeholder engagement
QUALIFICATIONS & EXPERIENCE REQUIRED:
- Advanced degree in economics agribusiness public policy nutrition or related fields
- Demonstrated experience in costing and valuechain analysis preferably in food fortification or social protection
- Strong understanding of staple food value chains in low and middleincome country contexts
- Proven analytical and modelling skills
- Prior experience working with governments or UN agencies is an asset
INSTITUTIONAL ARRANGEMENTS:
- The consultant will work under the overall supervision of Head of School Meals and report directly to Fortification Specialist at the WFP Indonesia Country Office.
- The consultant will lead analytical design and costing methodology develop and run costing and scenario models analyse data and prepare all technical deliverables and present findings and recommendations in clear policy ready formats.
- All inperson data collection stakeholder engagement consultations and field coordination will be facilitated by WFP Indonesia Country Office in collaboration with national and subnational counterparts. The consultant will be responsible for providing overarching support during the data collection.
TIMELINE:
The consultancy is expected to start in May and conclude within October. The total number of working days will not exceed 20 days.
