RFP Sourcing & Proposal Specialist — U.S. Market
Location: India (remote) Reports to: U.S. Sales Lead Type: Full-time or long-term contract
Specbee is looking for an experienced proposal professional who can find the right opportunities—not just write responses after they arrive. You will build a qualified pipeline of U.S. RFPs for enterprise Drupal and digital-experience work recommend which opportunities are worth pursuing and coordinate clear compliant proposals through final submission.
Specbee is a Drupal-focused digital agency with team members in the United States and India. We design build migrate and support enterprise websites and digital experience platforms with services spanning Drupal development UX accessibility SEO data and AI-enabled site experiences. Our clients include organizations in higher education healthcare nonprofits associations government and other complex sectors.
This is an individual-contributor role combining opportunity research proposal writing and bid coordination. Within the first year you will have created a dependable RFP-sourcing process improved our bid/no-bid discipline built a reusable proposal library and delivered a consistent flow of high-quality submissions. Success is measured by qualified opportunities compliant on-time responses and contribution to wins—not by the raw number of RFPs submitted.
- Search U.S. public- and private-sector procurement portals bid platforms partner channels and relevant organization websites for opportunities that fit Specbee’s services.
- Screen opportunities for strategic fit eligibility scope budget timeline competition contract terms and probability of success; prepare a concise bid/no-bid recommendation for sales leadership.
- Track registrations questions amendments mandatory meetings internal milestones and submission deadlines in a shared RFP pipeline.
- Own the response process from kickoff through approved submission: build compliance matrices and outlines assign inputs manage reviews and flag risks early.
- Write and edit executive summaries company qualifications technical and project approaches case studies staffing narratives and other client-specific content.
- Work with sales technical delivery finance and leadership teams to collect accurate inputs. You will not invent technical commitments pricing legal terms or client references.
- Perform final quality control for completeness evaluator alignment formatting page limits attachments and portal requirements; submit only after the designated approver signs off.
- Maintain reusable content templates credentials case studies resumes and win/loss notes so each response becomes faster and stronger.
- 3 years of hands-on RFP RFI RFQ proposal or bid-management experience for IT services software digital agencies or professional services.
- A track record of managing responses from solicitation review through final submission including compliance matrices and cross-functional review cycles.
- Excellent written and spoken business English with the judgment to turn technical input into clear persuasive evaluator-friendly language.
- Strong online research skills and experience using procurement portals bid databases or structured search methods to identify opportunities.
- Strong project management document control and attention to detail under overlapping deadlines.
- Proficiency with Microsoft Word Excel PowerPoint and Google Workspace; comfort learning CRM and proposal-management tools.
- Availability for planned overlap with U.S. Central Time for active-bid kickoffs reviews and deadline coordination.
- Experience with U.S. state and local government higher education healthcare nonprofit or association procurements.
- Familiarity with Drupal content-management systems website redesigns migrations accessibility UX digital strategy maintenance SEO or AI/search projects.
- Experience with portals and platforms such as Bonfire OpenGov BidNet IonWave GovWin or similar tools.
- APMP certification or training in proposal strategy color-team reviews win themes and proposal operations.
