Programme Lead Green Hydrogen
Job Summary

The Program Lead will be positioned at the MNRE location as part of the MNRE PMU for the National Green Hydrogen Mission (NGHM). The role will support MNRE with strategic insights technical inputs market research industry engagement project and program formulation contract frameworks bidding guidelines and analysis of trade taxation customs incentives and regulatory issues related to hydrogen and low-carbon fuels.
Key Responsibilities:
Lead program management support for the MNRE PMU under NGHM including work planning coordination progress tracking stakeholder engagement and quality delivery.
Provide strategic insights to MNRE on hydrogen market development industry trends project implementation models and emerging opportunities.
Conduct market research gather industry inputs and prepare concise notes reports presentations and decision-support material.
Provide technical inputs for hydrogen production handling storage transportation safety utilization and project/program formulation.
Support design and review of contract frameworks commercial structures procurement approaches bidding guidelines and implementation mechanisms.
Analyse trade taxation customs incentives regulatory provisions and policy issues relevant to hydrogen and low-carbon fuels.
Facilitate consultations with ministries regulators industry players technology providers developers investors and other stakeholders.
Required Experience and Expertise:
More than 15 years of relevant experience in industry consulting project implementation energy hydrogen infrastructure policy regulation or related fields.
Direct industry experience and strong knowledge of hydrogen production handling storage transportation safety and utilization is essential.
Experience in project implementation contract structuring procurement bidding processes trade taxation customs incentives and regulatory matters.
Strong understanding of hydrogen low-carbon fuels energy transition market structures commercial drivers and policy implementation issues.
Skills and Qualifications:
Strong program management stakeholder management analytical communication facilitation and presentation skills.
Ability to prepare high-quality market research reports industry insight notes proposals workplans dashboards bidding documents contract frameworks and executive-level presentations.
Ability to interpret technical commercial financial regulatory trade and taxation information and convert it into actionable recommendations.
Masters degree in engineering energy economics public policy management or MBA from a reputed institution.
Willingness to work from the MNRE location and travel for meetings consultations workshops site visits and project requirements.
This will be a fixed term role for 2 years on ICF Payrolls extendable by 1 more year depending on project requirements.
