This position will support the Quality-of-care component under the Comprehensive Primary Health Care program in the Uttar Pradesh.
The Program officer will focus on adherence to national quality standards building the capacity of healthcare teams and institutionalizing a culture of quality in service delivery. Program Officer will work closely with government counterparts frontline health workers and other stakeholders to strengthen primary healthcare systems and enhance patient outcomes.
Roles and Responsibilities
1. Provide technical support to the State program management (SPMU) CPHC and Quality division of NHM Uttar Pradesh for planning implementation and monitoring of quality initiatives related to Ayushman Arogya Mandirs (HWCs).
2. Support rollout and adherence to national and state quality standards guidelines and SOPs for comprehensive primary health care.
3. Assist in development review and updating of quality-related tools frameworks and operational guidelines.
4. Monitor state-level quality indicators and service standards for AAMs and analyze district-wise performance trends.
5. Identify gaps best practices and corrective actions to improve quality of care across AAMs.
6. Support validation of AAM facility data including NIN mapping and verification of functional health facilities.
7. Ensure data consistency and quality across registered reporting and functional facility databases through periodic reviews.
8. Support innovations pilots and scale-up of best practices to improve service delivery quality and accelerate NQAS certification.
9. Document case studies success stories best practices and lessons learned to support learning and replication.
10. Prepare and submit periodic reports presentations dashboards and progress updates as required by state and district authorities.
11. Coordinate with district health officials program divisions and technical partners and support capacity-building activities and handholding as required
12. Travel extensively to visit public health facilities or program sites to assess and monitor progress extend support in addressing limitations / challenges to program implementation identify key risks and mitigation mechanisms and identify interventions to strengthen quality certification.
13. Perform additional tasks assigned by the supervisor to support program goals.
Qualifications and Experience
- MBBS/BDS/BAMS/BHMS or equivalent preferred with MPH or Post-graduation in Health Management.
- Up to 3 years experience with government public health programs especially quality certification (NQAS/NABH).
Skills and Competencies
- Strong technical knowledge of NQAS CPHC guidelines IPHS and national quality initiatives (LaQshya MusQan Kayakalp).
- Sound understanding of Ayushman Bharat NHM structure government systems and key stakeholders.
- Proven ability to coordinate with multiple stakeholders and manage diverse program objectives.
- Strong data analysis reporting and documentation skills with proficiency in MS Excel and PowerPoint and ability to meet tight timelines.
