Job Summary

Med-Eng is looking for a Subcontract Manager Procurement & Vendor Management locatedin Ottawa ON. The Subcontract Manager is responsible for managing assigned program and contractual activity while identifying all flow down requirements pertaining to government and customer and Responsibilities: Draft subcontract terms and conditionsManages subcontracts related to US and CDN government programs including interpreting and flowing down requirements to subcontractors and vendors including compliance and enforcement;Ensures timely cost-effective materials and service acquisition along with the development of product delivery plans and schedules. Develops Small Business Subcontracting Plans monitors Small Business awards against plan completes all required reporting and assists Supply Chain in resolving shortfalls to Teaming Agreements Memoranda of Understanding Non-Disclosure and Proprietary Information Agreements and process the agreements for approvalPrepare Requests for Proposal (RFPs) Conduct competitions; evaluate proposals; and support source selectionsLead negotiations with Subcontractors and subsequently through execution manage the subcontracts documents including drafting correspondence tracking deliverables processing invoices and maintaining the contractual : Bachelors degree in commerce or business administration.5-7 years of Subcontract Administration and/or procurement experience in the defence matter expert in U.S. Government FAR and DFARS Controlled Unclassified Information (CUI). Previous experience in contract flow downs and delivering to government knowledge of Cybersecurity Model Maturity Certification (CMMC) and Canadian Program for Cyber Security Certification (CPCSC) with Public Services and Procurement Canada (PSPC) procurement regulations and terms and with regulatory requirements including NIST 800-171 CMMC Conflict Minerals NIJ RoHS PFAS Prop 65 Modern Slavery and Human Trafficking and others. Works well within a team environment provides support and guidance to the buyers able to work independently on projects knowledge of Microsoft Office negotiation and interpersonal written and oral communication to prioritize multiple tasks and timelines.
