We are hiring a full time permanentSpecialist Regulatory Affairsposition working out of Edmonton AB.

In this position you are accountable for leading the planning coordination preparation compilation filing defense and implementation of regulatory applications for EPCORs Electricity Operations.

You build strong working relationships across EPCOR to lead cross-functional teams ensuring the financial operational technical and regulatory aspects of applications and projects are accurately prepared and submitted.

As a Specialist you represent EPCOR in the various regulatory and consultation processes while working directly with the Alberta Utilities Commission (AUC) on applications and projects while also analyzing and advising EPCOR on AUC and/or other regulatory rule and policy changes.

This position may be eligible for EPCORs hybrid work program.

What Youd Be Responsible For

  • Contributing to plans and directions for the Regulatory Affairs group and identifying the necessary budget requirements for the provision of regulatory application and/or other submissions.
  • Developing and implementing 3-12 month deliverables within the context of the Regulatory Affairs business plan (including mission vision values strategic positioning operational plan and resource plan).
  • Ensuring the delivery of optimal results against performance metrics which include the timely preparation of Distribution Regulatory Applications and other major regulatory applications projects or submissions (e.g. AUC Rule reporting grant application EPCOR submission on AUC generic proceedings and AESO matters etc.).
  • Developing implementing and reviewing Distribution regulatory processes to ensure compliance with policies standards and regulatory requirements and the mitigation of risks. Recommending and developing revisions to procedures / work processes and creating solutions for optimal service delivery.
  • Leading the preparation of AUC and other regulatory submissions including coordination with other departments to ensure completion of tasks drafting different sections of applications conducting quantitative and strategic analysis and providing advice on regulatory requirements.
  • Maintaining positive work relationships with internal departments and external groups (e.g. AESO AUC government industry etc.) to ensure the timely and successful completion of regulatory applications and initiatives.
  • Working with the Associate Director to enhance regulatory processes (e.g. Tariff filings Performance Based Regulation filings AUC Rule reporting grant applications etc.).
  • Leading and making decisions with minimal supervision from the Associate Director and managing the completion of work by staff who do not report to you.
  • Leading and coordinating the preparation of evidence information request responses and arguments for regulatory submissions and proceedings.
  • Acting as an EPCOR witness for regulatory application oral hearings when required.
  • Representing EPCOR in various AUC AESO and/or government working groups and providing feedback on potential policy/regulatory changes that may affect EPCOR.
  • Developing an annual Distribution regulatory applications work plan (in coordination with other EPCOR groups) to ensure compliance with rules regulations legislation and identify where the submission of a regulatory application/submission is required. Ensuring that all regulatory work and applications are completed in a timely and accurate manner to ensure that EPCOR projects can begin on-time.
  • Researching monitoring and/or participating in related regulatory proceedings to support EPCOR positions.
  • Leading special projects and completing strategic analysis to support operational plans.

Whats Required to Be Successful

  • University degree in Business Economics Engineering or possess an Accounting designation or equivalent.
  • 10 years plus experience in utility industry within regulatory accounting finance engineering.
  • Advanced knowledge of the electrical utility business and operations including technical understanding of the Transmission system.
  • In-depth knowledge of regulatory environments as well as industry structure and processes particularly the AUC processes.
  • Understanding of the Electric Utilities Act Alberta Utilities Commission Act Hydro and Electric Energy Act and regulations and rules applicable to EPCOR Electricity Operations.
  • Familiarity with financial and budgetary processes and project management.
  • Demonstrate develop and nurture a high performance high discipline safe accountable focused innovative and achievement-oriented easy to do business with manner of working.

As our best candidate you are detail oriented analytical and can process large volumes of data against multiple requirements. You can easily breakdown an issue to fundamental points and translate technical information into content for regulatory filings using your understanding of the electricity business and regulatory requirements. You leverage your strong relationship building and communication skills to work across various groups within EPCOR and to ensure compliance matters are reviewed accurate completed timely and in the companys best interest.
