Job Summary
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

OurCustomer Transit OperationsOfficeis seeking a Specialist commercial Managementto support the Operations divisions in managing Operations Contracts and making commercial decisions.
What will I be doing
Conducts financial and contract analysis and develops reports and presentations based on analytical findings to support planning and decision-making by commercial management leadership Senior Management and the Board.
Supports contract negotiations in collaboration with internal stakeholders including Operations divisions and legal; provides input to contract terms and conditions including lessons learned and commercial best practices.
Developsoperationalscope ofworksfor the business unit for allRFQs RFP RQQNCPand PT contracts.
Preparesall business unit submission documentation for all RFQs RFPs RQQsNCPand PTcontracts including Scope of work; equipment list;budget tables;site visit coordination;analysis ofutilizingcontracted services versus in-house resources.
Attends andrepresentsthe business unit at all governance calls with contracted vendors.
Attends andrepresentsthe business unitat all site visits during the procurement process.
In collaboration with internal stakeholders interprets and ensures terms and conditions of the contracts have been met by internal stakeholders and the contractor.
Prepares written correspondence to advise of non-conformance with contractual termsidentifyescalation issues financial reconciliation claims and other commercial related items that needs to be formally communicated by the Commercial Management team.
Evaluates contractual entitlement understands contractual obligations and scopes of work/technical requirements assesses budget and schedule impacts and acts as a subject matter expert on project agreements supporting Metrolinxs operations.
Leads internal review of invoices with all relevant stakeholders tovalidatecharges and request revisions from the contractor accordingly and manage the invoice processing procedure.
Develops memos meeting minutes and reporting documentation to provide updates andutilizesinfluencing skills to achieve desired outcomes.
Interacts and/or works with cross-functional teams advisory committees boards and stakeholders to progress projects and initiatives and provides regular updates to commercial management team.
Analyzes administrative operational and / or project-related processes and procedures and develops and implements streamlined solutions foridentifiedinefficiencies.
Contributes to the development and measurement of key performance indicators and other performance metrics.
Maintains industry knowledge including trends products processes and best practices
Completion of a degree in Engineering Contract LawContract Management Business Administrationor a related discipline - or a combination of education training and experiencedeemedequivalent.
Demonstrated experience in contract management and administration of large multi-million-dollar contracts and monitoring contractor compliance and performance against contract terms and conditions.
Ability to analyze numerical data and develop/generate reports including charts and graphs
Prior working experience in thetransportationand facility operationsindustry is an asset but not mandatory.
Proficiencyin MS Office (e.g. Outlook Word Excel PowerPoint ProjectPower BIetc.).
Strong understanding of contract law and contract administration including developing terms and conditions quotations negotiations procurement acquisitions and dispute resolution.
Strong stakeholder skills to conduct and manage commercial management meetings and working sessions with internal and external stakeholders and result orientation towards keyobjectives.
Strong influencing/negotiating as well as political acumen capabilities to deal with a variety of stakeholders agencies and staff to ensure successful outcomes and achieve goals.
Ability to occasionally work non-standard hoursin support of the business units commercial interests
Ability to obtain andmaintainsafety clearances to work in a railway environment
Ability to work and navigate in construction sites and in a railway environment
Interpersonal and oral/written/presentation skills.
