Job Description:
Position Purpose summary:
The Program Coordinator provides ongoing monitoring and support for the various client-focused programs offered byRailtonHousein accordance withthe Mission Vision and Values ofthe Halifax Centre of Hopeand The Salvation Army.
The Program Coordinator directly oversees the general operation ofRailtonsResidential Program asdeterminedby approved policies and procedures accreditation standards of The Salvation Army and Statement of Work requirements of Correctional Services Canada (CSC).The Program Coordinator is to champion The Mission of The Salvation Army regarding the spiritual emotional and physical wellbeing of guests and clients.
KEY ACCOUNTABILITIES:
Program Coordination:
- The ability to understand the dynamics of offender behavior and assess their needs and risks.
- The skills to counsel offenders form effectiverelationshipsand gain trust.
- The skills to understand the use of authority and to intervene effectively in crisis situations.
- The ability toassistoffenders inidentifyingand solving the practical problems involved in their successful reintegration into the community.
- The ability toassistoffenders inidentifyingand obtaining the community services required for their successful reintegration.
- Skills in communicating effectively both orally and in writing; and
- The ability todemonstratecultural competence and respect for diversity
- The ability to work with the chaplain(s) and Director of Spiritual & Religious care to ensure a spiritual care plan for each client/guest.
Administration and Finance:
- Maintainaccuraterecords ofapplicantinformation on The Salvation Armys computer system whilemaintainingconfidentiality and providing statistical reports.
- Maintainaccuratewritten records logs of activities including activityreportsand statistical information.
- May prepare andsubmitgrant/funding applications; completetimelyaccuratereports asrequired.
- Perform other position related duties asrequired.
The incumbentis responsible forthe following range of job duties characteristic or typical of the job class:
Organizational Responsibilities:
- Provides ongoing monitoring and developmental support for the various client-focused programs ofRailton House includingPositive Lifestyles Community Readiness Breaking Free Connection MinistryChaplaincy andClient After-Care.
- Gives leadership to the Railton House leadership team.
- Directly oversees RailtonHouse Residential Program including coordination of property and building maintenanceimprovementsand renovations within budget guidelines and according to Salvation Army and government policy.
- Accomplishes Residential Programobjectivesby recruiting training and supervising front-line residential support and kitchen staff including ongoing coaching and annual performance evaluations.
- Works closely with theBusiness Manager and TSA HR servicestoestablishand monitor productivity standards for staff under supervisionmaintainreference manuals resolve operational problems and implement new procedures asappropriate.
- Works with the Director of Programs to ensure that all programs meet contractuallegaland internal accreditation requirements.
- Serves as a member of the Railton House Case Management Team providing back-up support on individual casemanagementas necessary.
- Oversees the health and safety of the residential facility and serves as Chair ofRailtonsHealth and Safety Committee
- Develops and administers effective Fire Safety regulations and procedures including a comprehensive disaster plan.
- Demonstrates support of and adherence to the Mission/ Valuesof The Salvation Army and Christian principles.
- Builds a professional network and develops effective working relationships with mission and service partners.
- Ensures that all matters related to public relations are handled according to the policies and procedures of The Salvation Army and CJSRailtonHouse.
- Performs other duties as assigned.
Nature of Position:
- Monitors and supports the delivery and ongoing development ofRailton Houses client programs.
- Plans directsorganizesand controls the day-to-day operations ofRailtonHouse as a residential facility.
- In consultation with the Director of Programs andCOHLeadership Team develops and implements policy and procedures in support of program delivery and residential operations.
- Maximizes operating effectiveness and efficiency through the recruitment training coachingmotivationand retention of staff under direct supervision.
- Controls expenses within scope of responsibility according to budgetary limits and provisions.
- Encourages an atmosphere of trust and respect among clients and staff while providing program support and oversight.
Health and Safety:
- Maintains a working knowledge of current facility policies and procedures asstatedin the Correctional & Justice Services Program Manual as well as The Salvation Army Communicable Disease Control and Emergency Services Disaster Guidelines and local Fire & Safety regulations.
- Maintains a safe and healthy House environment for residents and staff by adherence toestablishedprocedures legal requirements enforcement of House Rules and the continual monitoring of Health & Safety practices in keeping with Greenfield House and Salvation Army policy
Individual Responsibilities:

- Maintains own personal development through attendance and participation in continuous education programs conferences in-services workshops etc.
- Required to respond to expectations and needs of staff clients communitystakeholdersand service partners.
- Deals with complaints and oversees/completes multipletaskand projects.
- Motivates staff to be adaptable to change.
FINANCIAL AND MATERIALS MANAGEMENT:
- Programfinancial accountabilityrecord keepingreportsand statistics.
- Program service delivery customer service delivery accountability.
- Responsibility for the wise useofresources.
- Maybe authorized tospend disburse or collectsmall amountsof cashandimplementsthe annualbudget.
WORKING CONDITIONS:

Education Qualifications and Certifications:
- Post-secondarydegreecertificate or diploma in SocialSciences or Administration
- First Aid/CPR Certificationsor willingness to obtain
- Non-violent crisis interventiontraining orwillingness to obtain
- Alternative combinations of education and experience may be consideredas it relates to customer service and program development.
Experience and Skilled Knowledge Requirements
- Minimum ofthree(3) years of prior related experience including experience in a specialized social services program;or financial programinclusive ofsupervisoryexperience.
- Supervisory/management skills and the ability to lead coach and motivate.
- Experience dealing with office equipment and tools.
- Knowledge of community-based resources and experience networking with government and social service agenciesas well as aproventrack recordof working with community-based organizations in front-line and senior leadership capacities as well as prior case management experience would beconsidered asassets.
- Computer literate and knowledgeable with a capacity to learn computer-based programs necessary for the position experienced in MO Suite.
- Knowledge of correctional and community-based resources and the ability to network effectively within these sectors.

- Ability to provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army in its sole discretion isrequired.
Compensation:
The target hiring range for this position is $50336.00 to $62920.00 with a maximum of $75504.00.Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
