Position Overview
The Government Services Integration Cluster is seeking a Senior Scrum Master to provide Agile leadership coaching facilitation and project delivery expertise within an enterprise I&IT environment.
The successful candidate will serve as a servant leader and Agile subject matter expert helping development teams adopt and continuously improve Scrum practices remove impediments facilitate collaboration manage stakeholder relationships and support successful delivery.
The role also requires a strong understanding of business analysis business process modelling requirements gathering backlog management DevOps practices and CI/CD processes. The Scrum Master will work closely with Product Owners development teams technical stakeholders and business stakeholders to ensure effective delivery and continuous improvement.
Key Responsibilities
  • Provide subject matter expertise and guidance on Agile/Scrum project delivery methodologies.
  • Lead and facilitate Agile ceremonies including sprint planning daily stand-ups sprint reviews retrospectives and related sessions.
  • Coach and mentor Agile teams on Scrum principles practices roles and continuous improvement.
  • Support teams in becoming self-organizing and identifying gaps or impediments within the Agile framework.
  • Remove or facilitate the resolution of team impediments and blockers.
  • Facilitate effective relationships between Agile development teams and Product Owners.
  • Help maintain a safe collaborative and productive working environment.
  • Support conflict resolution consensus building negotiation and stakeholder alignment.
  • Collaborate with Product Owners on backlog management and ensure high-priority work is clearly defined and ready for development.
  • Capture feedback and document sprint reviews to support project objectives and improve team performance.
  • Track and analyze Agile metrics such as velocity burndown and other delivery indicators.
  • Identify opportunities for process improvement through gap analysis and continuous improvement practices.
  • Gather analyze and document business requirements and translate them into actionable user stories and process documentation.
  • Model current-state and future-state business processes using BPMN and process flow diagrams.
  • Support business and technical teams in aligning requirements priorities and delivery objectives.
  • Work effectively within DevOps environments and understand development-to-operations processes.
  • Provide guidance on Agile project delivery standards methodologies and practices.
  • Prepare and deliver training materials and training sessions related to project delivery methodology.
  • Acquire customize document integrate communicate and implement applicable IT standards and guidelines.
  • Promote effective communication and collaboration across cross-functional teams and stakeholders.


Requirements
Mandatory Qualifications
Education & Certifications
  • Bachelors degree in Computer Science Information Technology Business or a related field.
  • Certified Scrum Master (CSM) or similar Agile certification.
  • Strong understanding of Scrum methodology and business analysis frameworks.
Agile & Scrum Expertise
  • Demonstrated experience leading Agile ceremonies and implementing Scrum principles across development teams.
  • Strong practical knowledge of Agile methodologies and the ability to educate and coach others.
  • Experience helping Agile teams become self-organizing.
  • Proven experience identifying and removing impediments.
  • Experience facilitating relationships between development teams and Product Owners.
  • Strong experience with conflict resolution consensus building facilitation and stakeholder management.
  • Experience coaching and mentoring teams on Agile principles and continuous improvement.
Business Analysis & Process Modelling
  • Strong business process modelling experience including the ability to model current-state and future-state processes using:
    • BPMN
    • Process flow diagrams
  • Strong requirements-gathering experience including:
    • Gathering and analyzing business requirements
    • Documenting requirements
    • Translating requirements into actionable user stories
    • Developing process documentation
  • Experience with business analysis frameworks and techniques.
  • Ability to perform gap analysis and identify opportunities for process improvement.
DevOps & Technical Environment
  • Hands-on experience with DevOps tools and processes particularly CI/CD pipelines.
  • Familiarity with:
    • Jira
    • Confluence
    • Git
    • Jenkins
    • CI/CD processes
  • Experience working within a DevOps environment and bridging development and operations teams.
  • Familiarity with cloud platforms such as AWS Azure or Google Cloud.
  • Familiarity with containerization technologies such as Docker or Kubernetes.
  • Software development experience is advantageous and should enable effective communication with technical development teams.
Backlog & Agile Metrics
  • Experience collaborating with Product Owners to manage and prioritize product backlogs.
  • Ability to ensure backlog items are clearly defined appropriately prioritized and ready for development.
  • Experience tracking and analyzing Agile delivery metrics including:
    • Burndown
    • Velocity
    • Sprint performance
    • Other Agile delivery metrics
Stakeholder Management
  • Demonstrated commitment and proven ability to effectively manage stakeholders.
  • Excellent communication facilitation negotiation and consensus-building skills.
  • Ability to balance stakeholder requirements with development priorities.
  • Strong problem-solving and conflict-resolution capabilities.
Preferred / Nice-to-Have Qualifications
  • Prior Ontario Public Service (OPS) or broader public-sector experience.
  • Advanced Agile certifications such as:
    • PMI-ACP
    • SAFe Scrum Master
    • Professional Scrum Master (PSM)
  • Agile Coach certification.
  • Lean Six Sigma certification Black Green or Yellow Belt.
  • Experience working in regulated industries such as:
    • Financial services
    • Healthcare
    • Government/public sector
    • Other highly regulated environments

Ideal Candidate Profile
The ideal candidate is a Senior Scrum Master with strong Business Analysis and DevOps exposure who can operate effectively in a complex enterprise I&IT environment.
Candidates should be able to demonstrate hands-on Scrum leadership Agile coaching BPMN/process modelling requirements gathering user-story development backlog management Agile metrics stakeholder management and CI/CD/DevOps experience.
Strong preference will be given to candidates with prior OPS/public-sector experience particularly those who have worked in large enterprise or government technology environments.
