Job Summary

The Senior Program Manager is responsible for the governance and successful delivery of complex strategic client-facing application and technology programs. They ensure that the various projects within their programs are aligned with business objectives contractual commitments and organizational priorities.

They coordinate the contributions of multidisciplinary teams anticipate risks and interdependencies and maintain control over scope schedules resources revenue and costs.

Acting as the primary point of contact for clients and key stakeholders they create the conditions required for effective decision-making sustained collaboration and the predictable delivery of value. Through their expertise and influential leadership they also contribute to the continuous improvement of program management governance and technology deployment practices.

Responsibilities:

Program Governance and Delivery

  • Lead the programs within their assigned portfolio from planning through deployment and stabilization.

  • Establish the governance structure decision-making mechanisms performance indicators and reporting processes required for successful execution.

  • Maintain an integrated view of projects schedules dependencies milestones and expected outcomes.

  • Ensure that programs are aligned with client priorities contractual commitments and LGIs objectives.

  • Monitor overall program performance and take prompt action when deviations occur.

Planning Financial Performance and Capacity Management

  • Plan and monitor schedules resources revenue billing effort budgets associated costs and key program commitments.

  • Anticipate capacity and expertise requirements in collaboration with the appropriate managers.

  • Monitor financial performance identify variances and recommend the necessary corrective actions.

  • Assess the impact of changes to scope schedules or resources.

  • Provide reliable information to support decision-making.

Risk Issue and Change Management

  • Anticipate and manage risks dependencies constraints and issues that may affect programs.

  • Assess their operational technological financial contractual and client-related impacts.

  • Develop and implement the necessary action plans and mitigation strategies.

  • Manage changes while maintaining an appropriate balance among value scope costs capacity and timelines.

  • Facilitate the resolution of complex or ambiguous situations.

Cross-Functional Leadership and Engagement

  • Provide influential leadership to teams and stakeholders without direct managerial authority.

  • Clarify priorities facilitate trade-off decisions and promote effective collaboration.

  • Serve as a subject-matter expert in program governance and management.

  • Foster accountability transparency and a results-oriented approach.

Client and Stakeholder Relationship Management

  • Act as LGIs primary point of contact for the programs under their responsibility.

  • Build trusted relationships with clients partners and key stakeholders.

  • Understand their needs constraints and concerns to help guide decisions.

  • Proactively communicate progress risks required decisions and potential impacts.

  • Manage expectations and sensitive situations while safeguarding both client satisfaction and LGIs interests.

Practice Excellence and Transformation

  • Contribute to the evolution of program and project management standards and practices.

  • Identify and lead improvements aimed at increasing predictability efficiency and execution quality.

  • Leverage data digital tools and approved artificial intelligence capabilities to support analysis planning and decision-making.

  • Promote the adoption of responsible repeatable and value-creating practices.


Qualifications :

Education

  • Bachelors degree in business administration information systems computer science engineering project management or a related field.

  • PMP certification or recognized training in project or program management is a strong asset.

Experience

  • A minimum of 10 years of relevant experience in technology project or program management.

  • Demonstrated experience managing complex programs involving multiple projects teams and stakeholders.

  • Experience leading large-scale technology deployments or implementations from initiation through production launch.

  • Experience working in multidisciplinary environments that include business analysts architects developers technical specialists and project managers.

  • Experience in the healthcare government institutional or other regulated sectors is a strong asset.

  • Knowledge of clinical solution environments ERP systems business intelligence or complex enterprise systems is an asset.

Skills and Competencies:

  • Demonstrated ability to navigate ambiguity bring structure to complex situations influence without direct authority and create alignment among sometimes competing interests.

  • Strong understanding of IT environments including applications integrations data and infrastructure.

  • Knowledge of management collaboration planning and visualization tools such as Microsoft Project Power BI Dynamics 365 SharePoint Smartsheet or Confluence is an asset.

  • AI Proficiency : Must use and promote the responsible use of artificial intelligence to improve planning analysis and execution and uses it regularly in their business processes and tasks.

  • Critical Thinking and Judgment: Resolves complex issues analyzes trade-offs and anticipates the risks and impacts of decisions.

  • Communication and Collaboration: Ability to engage multiple teams and stakeholders and adapts communication to operational client and executive audiences.

  • Accountability : Takes ownership of the overall outcomes of complex programs and intervenes proactively when commitments are at risk.

  • Client Focus: Balances client satisfaction delivered value and organizational interests when making program decisions.

  • Business Acumen: Integrates financial contractual operational and client considerations into decision-making.

  • Innovation and Continuous Improvement : Advances management practices and contributes to improving program performance.

  • Strategic Leadership: Ability to balance immediate operational requirements with longer-term organizational objectives.

  • This position requires bilingual proficiency as the successful candidate will be required to work with documentation in both French and English and communicate verbally and in writing with French- and English-speaking partners clients vendors and colleagues.
