TEC has an exciting opportunity for a professional Senior Program Advisor to join the team in Edmonton area. The Strategic Procurement Planning and Grants Branch is responsible for the administration of Provincial and Federal grant programs that support municipal transit transportation infrastructure water and wastewater infrastructure acrossAlberta.

These grant programs include the:

  • Strategic Transportation Infrastructure Program (STIP) that provides capital grant funding to municipalities for local infrastructure projects such as roads bridges and community airports. These projects improve the movement of goods and people to support local economic growth.
  • Alberta Municipal Water/Wastewater Partnership (AMWWP) Water for Life (W4L) and First Nations Water Tie-In Program which support eligible water and wastewater infrastructure that contributes to safe reliable and sustainable services for Alberta communities.

The responsibilities of this role include:

  • Administering the AMWWP W4L and STIP grant programs in accordance with approved program guidelines funding agreements legislation government policies and applicable financial requirements.
  • Provide program management advice financial coordination and reporting policy interpretation and guidance to internal and external stakeholders and provide leadership with recommendations as part of program requirements.
  • Review and assess grant applications project proposals and funding requests including analysis of eligibility project scope costs funding sources risks and alignment with program objectives and government priorities.
  • Provide financial oversight and analysis of grant portfolios including monitoring funding commitments expenditures forecasts payment requirements and project financial pressures to support effective stewardship of public funds.
  • Monitor funded projects throughout implementation including project progress funding requirements reporting obligations risks compliance with funding agreements and achievement of program outcomes.
  • Support the development negotiation implementation and amendment of grant agreements and related funding arrangements with municipalities other governments and eligible organizations. Contribute to the effective operation and management of the unit and Branch through identifying and responding to complex and multi-faceted requests many of which require leading gathering and analyzing input from across the Ministry and municipalities to form strategic recommendations.
  • Lead and contribute to the development of briefing notes action request responses news releases research reports funding recommendations ministerial correspondence and other documents.
  • Serve as one of the primary contacts for the unit in the development of new initiatives and programs including providing analysis for stakeholders to support requests to leverage funding to support municipal priorities.
  • Participate on committees and working groups at the branch division and Ministry levels representing the unit and providing input to development of processes systems and operational policies as appropriate.
