Job Summary

Senior Data Architect

Client: Government of Alberta Justice
Project: Justice Information Management System (JIMS 3.0)
Role: Senior Data Architect
Work Arrangement: Primarily Remote within Canada; Edmonton onsite meetings as required
Contract: Approximately 12 months with potential extension up to 24 months

Role Overview

The Government of Alberta Justice is seeking a Senior Data Architect to support the JIMS 3.0 (Justice Information Management System) initiative.

JIMS 3.0 is a data integration and modernization project focused on consolidating multiple court-data reporting marts into an integrated Enterprise Data Warehouse (EDW) and associated data marts and reporting views.

The Senior Data Architect will provide architecture leadership conduct architecture risk assessments and analysis define data structures and business rules and support the design and implementation of data marts. The resource will work closely with enterprise architects technical teams business stakeholders and Justice representatives to ensure that data architecture aligns with Government of Alberta standards privacy requirements cybersecurity policies and business objectives.


Key Responsibilities
Data Architecture & Analysis
  • Provide data architecture analysis assessment and risk assessments for JIMS 3.0.
  • Define and document data architecture principles standards models guidelines and strategies.
  • Analyze current-state data architecture and develop target-state architecture.
  • Identify architecture risks dependencies gaps and opportunities for improvement.
  • Develop transition plans from current-state to future-state data architecture.
  • Ensure architecture aligns with Government of Alberta Enterprise Architecture (GAEA) and IMT strategies.
  • Participate in architecture and design reviews.
  • Provide architecture guidance and recommendations to project teams.
Data Mart & Data Warehouse Architecture
  • Determine appropriate data mart content and data structures based on business and reporting requirements.
  • Design and develop conceptual logical and physical data models.
  • Define Facts Dimensions attributes measures relationships and data structures.
  • Apply dimensional modeling and data warehouse best practices.
  • Analyze existing reporting data marts and recommend improvements.
  • Promote data reuse standardization sharing and reduction of data redundancy.
  • Support the integration of multiple existing data marts into the JIMS 3.0 EDW.
Business Rules & Data Requirements
  • Capture analyze document and implement business rules.
  • Identify and document enterprise data requirements.
  • Translate business requirements into technical data structures.
  • Work with stakeholders to validate data definitions and business rules.
  • Ensure data models accurately represent business and judicial processes.
Data Profiling & Quality
  • Perform detailed data profiling and analysis.
  • Assess data quality completeness consistency and integrity.
  • Identify data gaps anomalies duplication and inconsistencies.
  • Establish practices that improve data quality and governance.
  • Support testing and validation of data marts and data warehouse structures.
Data Integration & ETL
  • Support the design and development of ETL/ELT processes.
  • Work with SQL Server Integration Services (SSIS) and related data integration technologies.
  • Define source-to-target mappings and transformation rules.
  • Support data staging extraction transformation and loading.
  • Analyze and troubleshoot integration and data-processing issues.
SQL Server & Reporting
  • Work with SQL Server database technologies and data structures.
  • Support SQL Server Reporting Services (SSRS) environments where required.
  • Analyze database structures and reporting requirements.
  • Support Power BI and other BI/reporting solutions as needed.
  • Validate reporting data against business requirements.
JOIN & JIMS
  • Analyze JOIN (Justice Online Information Network) data and structures.
  • Work with JIMS (Justice Information Management System) data and data structures.
  • Understand business rules associated with judicial processes.
  • Support the development and modernization of court-data reporting structures.
  • Update and enhance existing data models where required.
Governance Security & Compliance
  • Ensure data architecture complies with Government of Alberta policies and standards.
  • Apply knowledge of FOIP/privacy legislation and public-sector requirements.
  • Work within information-management and cybersecurity policies directives and guidelines.
  • Identify and mitigate data architecture and security risks.
  • Support secure and governed handling of Justice data.
Stakeholder & Communication
  • Communicate complex technical concepts to non-technical stakeholders.
  • Facilitate architecture discussions and design reviews.
  • Provide advice and recommendations to business and technical teams.
  • Influence decision-making through clear technical analysis.
  • Collaborate with enterprise architects developers data engineers business analysts and Justice stakeholders.
  • Prepare architecture documentation and technical deliverables.



Requirements
Required Qualifications
Education
  • Post-secondary degree or diploma in:
    • Computer Science
    • Information Technology
    • Cybersecurity
    • Data/Computer Engineering
    • Related discipline
  • Equivalent experience may be considered; formal education is strongly preferred.
Mandatory Experience

5 years of experience providing:

  • Architecture risk assessments
  • Architecture analysis and assessments
  • Business rule analysis and implementation
  • Determining data mart content
  • Defining data structures
  • Data architecture and solution design

2 years of experience working in or with public-sector environments including awareness of:

  • Public-sector constraints
  • Privacy legislation such as FOIP
  • Government information-management requirements
