Location: Remote (Canada) with quarterly travel to New Brunswick as required
Duration: 2 Years (July 13 2026 July 12 2028) with renewal options
Employment Type: Contract (Part-Time Approximately 23 Business Days per Week)


About the Opportunity
Service New Brunswick (SNB) is seeking an experienced Senior Data Analyst to support the Symbio Clinical Information Solution (CIS) Program one of the largest healthcare transformation initiatives in New Brunswick.
The Symbio Program is replacing multiple legacy hospital information systems with a modern integrated Clinical Information Solution (CIS). The successful consultant will play a critical role in defining data retention strategies supporting healthcare data migration establishing data quality standards and ensuring regulatory compliance while preserving access to historical clinical information.
This engagement is part-time (approximately 23 days per week). Candidates must be available during standard SNB business hours and able to travel to New Brunswick at least once per quarter if required.


Key Responsibilities
The Senior Data Analyst will be responsible for:
Data Requirements & Strategy
  • Lead documentation and prioritization of health information retention requirements by application and data category.
  • Define minimum viable datasets required for Clinical Information System (CIS) migration.
  • Recommend strategies for historical data retention and post-migration access.
Data Validation & Quality
  • Establish standards processes and validation methodologies to ensure data quality integrity and accuracy.
  • Support development of data quality frameworks throughout migration and archival activities.
  • Define data profiling requirements and validation criteria.
Master Data Management
  • Work with Data Management specialists and clinical stakeholders to develop master data strategies.
  • Manage core datasets including:
    • Patients
    • Providers
    • Locations
  • Ensure consistency and accuracy across enterprise healthcare data.
Data Mapping & Transformation
  • Develop source-to-target data mapping rules.
  • Create detailed ETL and transformation specifications.
  • Support migration from legacy systems into the target Clinical Information Solution.
Stakeholder Collaboration
  • Collaborate with:
    • Clinical teams
    • Health Information Management (HIM)
    • Compliance teams
    • IT teams
    • Vendors
    • Business stakeholders
  • Gather and validate business and technical data requirements.
  • Facilitate workshops and working sessions in both English and French.
Documentation
Develop and maintain comprehensive documentation including:
  • Data Management Plans
  • Data Specifications
  • Retention Requirements
  • Data Flow Diagrams
  • Data Mapping Documentation
  • Data Profiling Documentation
  • Data Cleansing Rules
  • Transformation Specifications
  • Migration Framework Documentation
Data Migration Support
Support the implementation team by:
  • Profiling legacy data
  • Extracting healthcare datasets
  • Deficient data identification
  • Cleansing recommendations
  • Migration validation
  • Historical data management planning


Project Deliverables
The successful consultant will produce and contribute to:
  • Detailed data requirements by application and data classification
  • Enterprise data management plans supporting application decommissioning

Mandatory Qualifications (M1M7)
Candidates must demonstrate the following:
M1
Bachelors Degree in one of the following:
  • Computer Science
  • Business Administration
  • Health Informatics
  • Related discipline
Equivalent combinations of education and experience may also be considered.


M2
Minimum 7 years of demonstrated experience in:
  • Gathering data requirements
  • Validating business and technical data requirements
  • Data extraction
  • Data profiling
  • Developing detailed ETL specifications


M3
Minimum 10 years of healthcare experience with emphasis on:
  • Health Information Systems
  • Healthcare technology
  • Healthcare software
  • Healthcare standards


M4
Minimum 5 years of experience delivering healthcare data migration projects involving large-scale Clinical Information Systems (CIS) within Canadian hospital environments including:
  • Specific CIS platforms
  • Role in migration activities
  • Healthcare data migration responsibilities


M5
Ability to facilitate meetings and workshops in:
  • English
  • French
