RQ11072 Business Analyst Senior

Description:

The Senior Business Analyst will provide dedicated handson business analysis support to the Enterprise Data Collection Platform (EDCP) and Stakeholder Management System (SMS) working closely with business stakeholders product owners technical teams and quality assurance to ensure timely highquality delivery across multiple applications and initiatives.

Key responsibilities include:

• Lead requirements elicitation analysis and documentation for EDCP and SMS initiatives including enhancements maintenance activities process improvements and modernization efforts.
  
• Manage and prioritize business requirements user stories and backlogs across multiple applications with overlapping timelines and dependencies ensuring alignment with business priorities and delivery schedules.
  
• Work closely with program stakeholders to clarify business needs define scope identify dependencies and manage change impacts across agencies and ministries.
  
• Support delivery of multiple concurrent initiatives (e.g. annual enhancements phased rollouts API enhancements and platform improvements) by coordinating requirements timelines and stakeholder inputs.
  
• Collaborate with QA and delivery teams to ensure requirements are testable complete and aligned with quality standards including supporting the standardization of user stories and use cases to enable QA automation.
  
• Contribute to EDCP process improvement initiatives by analyzing currentstate workflows identifying gaps or inefficiencies and documenting futurestate processes and recommendations.
  
• Support risk mitigation by proactively identifying requirement gaps timeline risks and crossproject dependencies and escalating issues as appropriate.
  
• Ensure business and system documentation is accurate current and supports knowledge transfer auditability and longterm sustainability.
  
• Engage with stakeholders across EDCP modules SMS and related portfolios to maintain consistency in analysis approaches and deliverables.
  
• Provide ongoing support throughout the delivery lifecycle including planning design development testing and implementation phases.

Experience and Skill Set Requirements:

Must Haves:

• 10 years - Expertise in gathering documenting and validating functional/non-functional requirements and BRDs.
  
• 10 years - Expertise in interpreting business needs into technical solutions and performing Gap Analysis on legacy vs. modern systems.
  

Skill Set Requirements:

The ideal candidate will bring strong seniorlevel business analysis experience and demonstrate the ability to support complex multiapplication digital platforms within a large enterprise or public sector environment.

Required Experience:

• 10 years Demonstrated experience as a Senior Business Analyst supporting enterprise applications digital platforms or largescale programs with multiple stakeholders and dependencies.
  
• Proven experience leading requirements elicitation analysis and documentation across the delivery lifecycle including enhancements maintenance and modernization initiatives.
  
• Experience working on multiple concurrent initiatives with overlapping timelines managing competing priorities and delivery risks.
  
• Strong background in collaborating with business technical and QA teams to ensure requirements are clear testable and aligned with delivery and quality standards.
  
• Experience supporting process improvement initiatives including documenting currentstate and futurestate processes and identifying opportunities for efficiency and standardization.
  
• Familiarity with Agile and hybrid delivery models including backlog management user stories and iterative delivery.
  
• Experience documenting and managing requirements in support of quality assurance and testing activities including alignment with test planning and execution.
  
• Experience working within government public sector or other highly regulated environments is strongly preferred.

• Conflict resolution and consensus-building skills in a multi-divisional environment.
  

Public Sector & Legislative Context:

• Experience working within government frameworks (e.g. AODA/Accessibility compliance Privacy Impact Assessments).
  
• Knowledge of public sector procurement security clearance protocols and FOI (Freedom of Information) implications.
  

Solution Lifecycle Support:

• Demonstrated experience supporting the full software development life cycle (SDLC) from a business perspective.
  
• Ability to act as the "product owner" proxy to ensure the final delivery meets the defined business value and organizational mandates.
