Project Manager Pre-Sales – Defense Sector
Job Summary
About the Role:
Reporting to the Deputy Director Defense we are seeking a Bid & Project Manager to support defense programs and high-stakes projects.
This role combines bid management and operational project oversight with a strong focus on quality delivery timelines and contractual compliance. You will work closely with technical teams and the Defense business leadership particularly on strategic positioning and go-to-market initiatives.

Our Defense sector is at the core of sovereignty challenges. Our teams contribute to high value-added projects including tactical data links counter-drone systems maritime surveillance simulation and training and air safety. Through our expertise and involvement in international programs we actively contribute to territorial security.
Key Responsibilities:
Project Management & Delivery
- Support the operational management of projects (schedule budget quality risks deliverables)
- Monitor action items deliverables and contractual commitments
- Contribute to the identification analysis and monitoring of project risks and mitigation plans
- Prepare and maintain project reporting for internal stakeholders and customers
- Coordinate internal teams under the supervision of a Senior Project Manager or Program Manager
- Track project billing elements margins and financial forecasts
Pre-Sales / Bid Management
- Contribute to the preparation of responses to RFQs RFPs and ITTs within the defense sector
- Structure and monitor bid schedules milestones and deliverables
- Coordinate contributions from internal teams (technical finance legal operations)
- Support the consolidation of proposals (technical content planning costs risks)
- Ensure compliance with security confidentiality and regulatory requirements
- Prepare materials and supporting elements for internal bid reviews
Qualifications :
Education & Experience:
- Bachelors or Masters degree (Bac 5 equivalent) in Project Management Engineering or a related field
- Relevant experience in project management and/or bid management
- Experience in a regulated environment such as defense aerospace security transportation or energy is considered an asset
Key Skills:
- Strong organizational planning and follow-up capabilities
- Rigorous approach to contractual and document management
- Ability to work effectively in complex and highly regulated environments
- Strong cross-functional coordination skills
- Excellent written and verbal communication abilities
- Bilingual French / English required
Assets:
- CAPM PMP PRINCE2 Foundation or ITIL certifications are considered a plus
- Eligibility for security clearance or an existing security clearance
- Strong interest in complex technical programs and the defense sector
