Role Description:
The Progress & Quantity Controls Specialist provides owner-side verification of physical construction progress through field-based quantity tracking and independent review of contractor project controls. The role anchors project reporting earned value analysis and change management in verified installed quantities ensuring contractor progress claims accurately reflect field reality.
This position is embedded with the Construction Management Team and works closely with Construction Managers Construction Coordinators Project Superintendents Engineering and Contracts Administration.
The role does not own scheduling cost approval or construction execution but supports those functions through accurate defensible quantity and progress data.
The role is primarily field-based and supports sustaining and brownfield capital work in an operating underground mine environment including shutdown and tie-in activities.
Key Responsibilities:
1. Quantity Tracking & Physical Progress Verification
Develop and maintain quantity tracking registers aligned to approved MTOs BOMs work packages and AFE control accounts.
Perform regular field verification of installed quantities (surface and underground) using:
- Visual inspections and site walks.
- Material receiving and installation records.
- Survey and as-built measurement data.
- Photo and video documentation.
Reconcile installed vs. delivered vs. claimed quantities and maintain auditable records of progress.
Collaborate with Construction Coordinators and Project Superintendents to validate contractor progress claims prior to reporting or payment review.
Identify document and promptly escalate discrepancies between claimed progress and verified field quantities.
2. Contractor Project Controls Support & Audit
Support contractors in developing progress measurement approaches that align with Cameco expectations (quantity-based or milestone-based).
Review contractor progress submissions to verify:
- Alignment between physical progress and schedule status.
- Appropriate use of quantities and rules of credit.
- Consistency between field conditions and reported progress.
Assist Construction Managers and Construction Coordinators by providing independent verification of progress used for schedule compliance and performance reporting.
Identify trends or risks related to overstatement front-loading or misalignment between progress quantities and sequencing.
3. Cost Earned Value & Change Management Support
Provide verified quantity data to support:
- Earned value calculations (EV inputs).
- Contractor schedule forecasting based on actual vs planned quantities.
Support Engineering and Contracts Administration in change order initiation and validation by:
- Verifying installed quantities related to changes.
- Supporting calibration of scope growth against approved quantities.
Maintain as-built quantity records to support final account reconciliation and future estimating.
Role Boundaries:
This role IS responsible for:
- Independent verification of installed quantities.
- Validation of contractor progress claims.
- Quantity-based support to project controls forecasting and change management.
This role IS NOT responsible for:
- Developing or owning project schedules.
- Certifying contractor payments or approving invoices.
- Managing construction execution or supervising contractors.
- Approving technical design changes or RFIs.
Required Qualifications:
Experience:
- 5 years total experience including 3 years on construction or mining capital projects.
- Demonstrated experience in quantity tracking progress measurement or project controls during construction execution.
- Experience working in brownfield or operating facility environments; underground mining experience is an asset.
Technical Skills & Knowledge:
- Strong understanding of construction quantity tracking and physical progress measurement.
- Working knowledge of construction sequencing particularly MPEI (Mechanical Piping Electrical Instrumentation).
- Familiarity with construction contracts progress reporting and quantity-based change management.
- Ability to interpret drawings MTOs schedules and contractor progress reports.
- Proficiency with Excel and document management systems; familiarity with Primavera P6 or similar scheduling tools is an asset.

- Ability to work independently in the field and escalate issues in a timely manner.
- Comfortable working in both surface and underground environments.
Education:
- Diploma or degree in Engineering Construction Management Project Management or a related technical discipline.
