Your Purpose
Reporting to the Executive Director Prevention & Primary Care the Program Development Officer is dedicated to advancing the Foundations Prevention & Primary Care priorities through program leadership project management partnership development and stakeholder engagement within a cross-functional matrixed environment.

The Officer serves as a key connector between healthcare partners government community organizations researchers clinicians and Foundation teams to ensure the successful planning execution and evaluation of strategic initiatives. This role provides operational leadership across multiple concurrent initiatives establishes disciplined project management practices identifies opportunities to strengthen partnerships expand impact and advance business development objectives. This role operates within a highly cross-functional matrixed environment requiring coordination across internal Foundation teams and external partners.
Working within a complex and evolving healthcare ecosystem the Officer ensures initiatives are delivered on time within scope and aligned with Foundations priorities while fostering collaborative relationships that contribute to long-term sustainability and growth.
Specific Accountabilities
Program Delivery & Strategic Execution
Support the Executive Director in implementing the Prevention & Primary Care strategic roadmap.
Lead the planning and execution of initiatives aligned with the Foundations priorities.
Develop and optimize operational processes to enhance consistency efficiency and scalability.
Identify and implement opportunities to improve program delivery and operational effectiveness.
Support the development of business cases briefing materials presentations and strategic recommendations.
Project Management & Operational Delivery
Develop and manage project plans including scope timelines resources governance and performance measures.
Oversee multiple concurrent initiatives within a complex healthcare environment.
Monitor project progress through dashboards milestone tracking risk management and status reporting.
Monitor budgets resource allocation interdependencies and implement mitigation strategies.
Coordinate cross-functional collaboration within a mixed environment and facilitate project collaboration and stakeholder meetings ensuring clear documentation and action tracking.
Partnership Development & Stakeholder Engagement
Build and maintain strong relationships with healthcare partners government community academic institutions clinicians researchers and industry stakeholders.
Serve as a primary operational liaison for Prevention & Primary Care partnerships.
Support the development and administration of partnership agreements MOUs and collaborative initiatives.
Align diverse stakeholders with Foundation priorities and represent the Foundation in external forums.
Support the Executive Director in cultivating strategic relationships that advance organizational priorities.
Business Development
Identify and assess potential opportunities aligned with Prevention & Primary Care priorities and strategic objectives.
Conduct environmental scans and stakeholder analysis to inform program and partnership development.
Support the development of proposals partnership concepts and business development opportunities.
Contribute to long-term planning and sustainability strategies for Prevention & Primary Care programs.
Reporting Governance & Compliance
Develop reports presentations and briefing materials for leadership partners and stakeholders.
Monitor performance metrics and program outcomes and impact measurement activities.
Ensure compliance with organizational policies agreements reporting obligations and governance requirements.
Maintain accurate records related to partnerships projects contracts and program activities.
Qualifications
Education:
  • Undergraduate degree in Health Administration Business Project Management Health Sciences or a related field.
  • Project Management Professional (PMP) certification or equivalent project management training would be considered an asset.
Experience:
  • Minimum 5 years of progressive experience in program delivery project management partnership development business development or healthcare operations.
  • Experience working within a complex healthcare ecosystem including government healthcare providers community organizations academic institutions or non-profit organizations is considered an asset.
  • Demonstrated experience managing multiple projects and stakeholder groups simultaneously.
  • Experience developing and maintaining strategic partnerships.
  • Experience supporting business development initiatives partnership opportunities and organizational growth.
  • Experience in prevention population health primary care or health system transformation considered an asset.
