Trans Mountain Corporation operates Canadas only pipeline system transporting oil products to the West Coast. We deliver approximately 890000 barrels of petroleum products each day through a dual pipeline system of more than 1150 kilometres of pipeline in Alberta British Columbia and Washington state.
Trans Mountain also operates a state-of-the-art loading facility Westridge Marine Terminal with three berths providing tidewater access to global markets.

Trans Mountain is seeking a collaborative motivated and values driven individual to join our dynamic team as a Lead Cost this position you will play a key role in leading cost management practices for the sustaining capital portfolio owning the processes standards and tools that govern budgeting forecasting cost control and project change management. The successful candidate will establish and continuously improve procedures aligned to the PMO project controls framework supervise a team of cost analysts identify gaps and drive solutions that strengthen cost and forecast accuracy and project controls performance across the portfolio.
Key Responsibilities
- Lead and supervise the sustaining capital cost controls team providing direction coaching performance management and technical mentorship; assign work across analysts based on capacity skillset and portfolio needs.
- Lead cost oversight across sustaining capital projects by managing baselines validating forecasts conducting variance and trend analyses; defining and tracking KPIs for cost change and resource performance and drive stakeholder collaboration to embed standards across the group.
- Develop and maintain advanced Excel Power Query and Power BI-based tools and dashboards to streamline cost analysis automate data transformation and produce decision-ready reporting for PMO and sustaining capital leadership.
- Identify gaps in current cost control practices tools and reporting and lead solutions-driven initiatives to close them including WBS structure design cost coding frameworks and reporting standardization.
- Oversee the resource management process for sustaining capital from a cost management perspective defining how internal and contractor resource demand are forecasted tracked and reported; and partner with functional leads to align resourcing to portfolio priorities.
- Champion the project change management process for sustaining capital portfolio owing trends analysis ensuring timely identification evaluation documentation and disposition of changes.
- Oversee portfolio-wide budgeting from a project-lifecycle perspective forecasting accruals and cost control processes ensuring financial accuracy early identification of variances and disciplined risk mitigation.
- Own and maintain the cost management processes standards and procedures for sustaining capital aligned to the PMO project controls framework and AACE best practices and ensure consistent application across the portfolio.
Qualifications and Professional Experience
- Post-secondary education in Engineering Project Management Business Administration or related discipline.
- Certified Cost Professional (CCP) or Certified Cost Technician (CCT) from AACE; Project Management Professional (PMP) from PMI; PSP (Planning & Scheduling Professional) considered an asset.
- At least 10 years of progressive experience with demonstrated ability to lead and develop teams delegate process execution appropriately influence stakeholders identify gaps and implement practical scalable solutions.
- Deep knowledge of project controls processes across cost management project change management planning/scheduling risk/contingency management and resource management with strong understanding of how they integrate.
- Strong working knowledge of project change management trend identification change order workflows impact assessment governance and audit-readiness in a portfolio environment.
- Expert-level proficiency in Microsoft Excel Power Query and Power BI including data transformation modelling and automated reporting.
- Strong working knowledge of WBS and cost coding structure design baseline management forecasting methodologies and variance/trend analysis.
- Working knowledge of resource forecasting capacity planning and utilization tracking and the interplay between resource loading and cost performance.
- Proficiency in cost management software and tools (e.g. PIMS SAP Ecosys or equivalent).
- Familiarity with sustaining capital portfolio characteristics high transaction volume recurring work types and the need for standardized but flexible controls.
- A track record of delivering highquality work managing competing priorities and supporting key business processes or operational functions.
- A collaborative and supportive leader who influences others through mentoring and coaching fosters strong working relationships across teams and approaches challenging conversations with empathy and clarity.
- Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
- Effective communication skills including the ability to convey information clearly respectfully and professionally.
- Proven organizational skills with the ability to manage priorities meet deadlines and maintain attention to detail in a fastpaced environment.
