Position Summary

TheCompany Security Officer (Canada) & Director Legal & Complianceis responsible forensuring organizational compliance with all Canadian federal contract requirements security regulations and industrial security obligations. This role overseesvariousinternal compliance programs supports government contracting activities and leads all aspects of thePublic Services and Procurement Canada (PSPC) Contract Security Program (CSP).

The position ensures that the organization meets its obligations under thePolicy on Government SecuritySecurity of Information Act and other federal directives related to the protection of sensitive or classified information and assets.

We areseekinga qualified and experiencedCompany Security Officer &Director Legal & Compliance to join our Legal & Compliance team. This role willbe responsibleforsupporting the business in navigating complex regulatory environmentsconducting internal investigationsandexecutingcompliance monitoring and testing. This role iscritical tomaintainingGartners reputation and operational integrity globally.

KEY RESPONSIBILITIES

• Investigate matters thatrepresentoperational reputational or legal risk to Gartner and its brand and escalate as needed.

• Collaborate with other team members across the globe on projects and initiatives through transparent and proactive communicationto improve Gartners processes policies and training with a focus on conflicts of interestensuring compliance with lobbying regulations andsupportingefforts related toregulatory compliance.

• Conductcompliance monitoring and testing.

Conflicts of Interest

• Ensure conformity with the Gartner Conflicts of Interest Policy by responding to queriesand allegationssubmittedto the COI Resource Centerregardingactual and perceived Organizational Conflicts of Interest.

Compliance Monitoring & Testing

• Help with therisk-based expansionof the anti-briberymonitoringand testing program.

• Analyze and document results of monitoring and testingandconductrequired follow-up.

• Collaboratewith cross-functional teams to implement corrective actionsresulting from monitoring and testing activities.

• Support the analysis and reporting on the effectiveness of anti-bribery controls and recommend improvements.

• Prepare metrics and reporting resulting from monitoring and testing activities.
  

Government Contract Compliance

• Advise onrequirements outlined in federal procurement contracts including security reporting financial and performance clausesand policiesregardingsame.

• Supportinternal processes to ensure compliance with Treasury Board policies PSPC contracting requirements and departmental security standards.

• Conduct internalinvestigationsreviewsand compliance audits toidentifyand resolve gaps.

• Serve as the primary liaison with contracting authorities and federal oversight bodies.

• Support bid teams byidentifyingand validating security and compliance requirements during proposal development.

Lobbying Compliance

• Supportcompliance with North American lobbying regulations.

• Train business stakeholders on obligations.

Industrial Security Leadership (Canada)

• Serve as GartnersCompanySecurity Officer (CSO)in Canadaunder the PSPC Contract Security Program.

• Manage all requirements related to:

• Designated Organization Screening (DOS)

• Facility Security Clearance (FSC)

• Personnel Screening (Reliability Secret Top Secret)

• Safeguarding requirements for classified information and assets

• Maintainaccuraterecords in theOnline IndustrialSecurity System (OLISS).

• Oversee secure facility zones access controls and protection of hard-copy and electronic classified information.

• Ensure compliance with the Government of Canada Standard on Security Screening and departmental directives.

Global Industrial Security

• Supports the U.S. FSO in ensuring global industrial securityofficers are compliant with regional government security regulations.

• Assistswith reviewing regional government security policiesand regulationsanalyzing gapsin regional security programsfor non-compliance and developing corrective action plansto ensurecompliance.

• Conductsannualregional industrial security policy reviews ensuring policies and trainings meet all security requirementsprior to implementation.

• Assistwithannualinternal security audits of regional security programs to ensure fully compliant with all requirements.

IndustrialSecurity Incident & Risk Management

• Lead investigations and reporting ofindustrialsecurity incidents suspected compromises and breaches of security protocols.

• Maintainindustrial securityincident response procedures in alignment with federal reporting obligations.

• Conduct periodic threat and vulnerability assessments for programs and facilities.

• Coordinateindustrialsecurity briefings debriefings and ongoing training for employees.

Policy Development & Governance

• Develop andmaintainindustrialsecurity policies SOPs contract compliancepolicies andmanuals and training materials.

• Prepare for andfacilitategovernment inspections audits and compliance reviews (PSPC RCMP CGP etc.).

• Implement continuous improvement initiatives to strengthen compliance and security posture.

Stakeholder Engagement & Reporting

• Liaise with PSPC Industrial Security Officers departmental security officials and other federal authorities.

• Prepare compliance documentation risk assessments incident reports and security plans.

• Providestrategic advice to leadership on emerging risks and regulatory changes.

Required Qualifications

• 5-8years of experience in Canadian federal contract compliance procurement or industrial security.

• Strong working knowledge of:

• PSPC Contract Security Program (CSP)

• Supply Manual/ SACC Manual

• Experience managing personnel screenings and facility security clearances.

• Holds or able to obtain a SecretGovernment of Canada security clearancewith potential requirement of Top Secret.

• Experience conducting monitoring and testing.

• Experience in conductingcomplexinternalinvestigationsyetbeing seen as a strong business partner to stakeholders throughout the business.

Preferred Qualifications

• Bachelors degree in business Law Public Administration Security Management or related field strongly preferred

• Experience supportinginternational industrial security programsfederal government defence national security aerospace critical infrastructure highsecurityenvironmentsand familiarity withthe NISPOM and FAR

• Certifications such as CCAP CPP CISSP CISM or equivalent.

• Experience with IT security standards (ITSG33 GC cyber requirements).

• Knowledge of the Foreign Corrupt Practices Act the United Kingdom Bribery Act etc. and industry best practices strongly preferred.

• Familiarity with requirementsof awell-establishedCorporate Compliance Program.
