The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontarios capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair improper or fraudulent practices to foster fair efficient and competitive capital markets and confidence in the capital markets to foster capital formation and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy operational and enforcement activities. The OSC also contributes to national and global securities regulation development.

TheInvestmentManagement Divisionoversees the regulation of investment funds and structured products that offer securities to the public in Ontario. Our function in the OSCs mandate of providing investors protection is a vital one. We have a leadership role in developing new rules and policies within the OSC and within the Canadian Securities Administrators (CSA) to adapt to the changing environment in the investment fund and structured products industry. Our scope of activity includes reviewing and considering investor protection issues related to the offerings of investment products (including mutual funds exchange traded funds structured products scholarship plans and labour-sponsored funds); assessing product disclosure including prospectus and continuous disclosure filings; and considering applications for discretionary relief from Ontario securities legislation and rules.

TheBusiness and Market Data Analystposition will involve playing a key role in profiling the activities of the InvestmentManagement Divisionby reporting on the success and impact ofDivisioninitiatives and core work processes include rule and policy consultation prospectus and exemptive relief application reviews and issue-oriented reviews of important regulatory development. The Business and Market Data Analysts primary function will be to support theDivisionscore processes by conducting research collecting and interpreting market data and activities and supporting special policy projects theDivisionundertakes (i.e. Risk Methodologies and Regulatory burden-reduction initiatives).

Reporting to the ManagerAnalytics theBusiness and Market Data Analystwill be instrumental in developing maintaining and analyzing key financial data to measure and report oninternally and for publication (i.e. quarterly and annual reports).

Key Duties and Responsibilities:

Market Research forDivisionCore Processes

  • Provide research including conducting background research on topics relating to investment activities in the funds industry novel investment products capital market development and investor protection concerns as requested.
  • With division staff identify plan and conduct qualitative and quantitative market research to inform on mutual funds industry trends which impact on coreDivisionprocesses and decisions including prospectus application and continuous disclosure reviews.
  • Conduct analysis of investment products attributes and risks using internally developed analytical datasets and frameworks.
  • Monitor assess and interpret trends in the investment funds and structured products markets both in Canada and globally and prepare and design requirements on these trends.
  • Proactively identify additional market data and information to collect maintain and analyze which is conducive to the efficient and effective operation ofInvestment Management Division.
  • Identify problems whereby efficiencies can be achieved research and evaluate various alternatives and proceed with the most efficient solution.
  • Assess data quality completeness and limitations and document analytical assumptions and methodologies. Present research findings to theDivisionmanagement team senior staff policy project leads and/or committees (i.e. CSA) and address questions and/or defend analysis.

Data Collection Preparation and Analysis

  • Work with other divisions to identify evaluate access organize clean validate and maintain internal and external data sources required to support Division research analysis and reporting.
  • Maintain analytical datasets and models to support market monitoring operational oversight and riskbased analysis.
  • With division staff interpret information related toDivisionoperations analyzemarket data and present and report issues findings and trends that impact on the work of theDivision.

Reporting Dashboards and Performance Measurement

  • Develop maintain dashboards and report usingDivision-wideoperational performance measures to better reflect how theDivisionis meeting its mandate (i.e. for use in quarterly reports).
  • Analyze trends anomalies and emerging risks in market and operational data and surface issues that may require supervisory policy or operational action.

Enterprise Systems and Data Access

  • Leverage enterprise systems and platforms to extract and use data required for Division analysis and reporting.
  • Coordinate with enterprise system and digital teams as required to ensure appropriate data access and alignment with organizational standards.

Skills & Qualifications:


  • Strong analytical problem-solving and communication skills with the ability to collect organize and translate data into clear insights.
  • Knowledge of financial markets and investment products including mutual funds and ETFs with the ability to analyze market trends and interpret data.
  • Excellent presentation problem-solving and strategic thinking skills.
  • Clear and concise verbal and written communication skills.
  • Demonstrated tact and sensitivity when negotiating with diverse parties.
  • Ability to interact professionally with management and professionals at various levels.
  • Demonstrated ability to respond to ad hoc unstructured problems with planning flexibility communication and execution.
  • Demonstrated ability to conduct research and prepare dashboards.
  • Ability to work with minimaldirection andprioritize and meet strict deadlines.
  • Knowledge or experience in the securities industry.
  • Understanding of investment funds regulation and funds operations.

Education & Training:


  • University degree in Business Finance or a related discipline.
  • Experience working with data analysis and visualization skills with data science tools such as Microsoft Power BI Tableau Python and SQL for data preparation automation and analytical initiatives.
  • A minimum of 3-5 years of intermediate-level experience in the financial and/or regulatory sectorperforming a similar combinations of education experience and demonstrated competencies will be considered.
  • Understanding of the Canadian securities regulatory environment with the capability of assessing the impact of various regulatory actions on stakeholders and the capital markets.
  • Basic knowledge of the Ontario Securities Act regulations policy statements rules and internal operating procedures.
  • High proficiency in the MS Office suite of products.
  • Completion of the Canadian Securities Course an asset.
