ALCMS Lead
Job Summary
As an ALCMS Lead this role will lead the design integration testing and commissioning of the Airfield Lighting Control and Monitoring System on a multi-billion-dollar airport modernization program in Toronto. The role sits within a multi-firm design joint venture supporting a Progressive Design-Build delivery team and contributes to the modernization of airfield electrical infrastructure including five new Field Electrical Centres (FECs) associated duct banks high-speed taxi lane lighting and a fully modernized airfield electric lighting and control system.
The successful candidate will play a critical role in ensuring safe reliable code-compliant and operationally resilient ALCMS delivery within a live 24/7 airside environment with phased cutover from legacy infrastructure under strict NOTAM and runway-availability constraints.
Key Responsibilities
Design & Engineering
- Validate the ALCMS system architecture control philosophies redundancy strategies and technical specifications aligned with Transport Canada and ICAO standards.
- Verify the schematics I/O lists network architecture diagrams and Interface Control Documents (ICDs) for AGL CCRs FECs SCADA and ATC interfaces.
- Review series circuit (6.6A constant-current) lighting design and Constant Current Regulator (CCR) configurations.
- Ensure full compliance with Transport Canada TP 312 (Aerodromes Standards and Recommended Practices current edition) Canadian Aviation Regulations (CARs) Part III and applicable ICAO Annex 14 provisions.
System Integration
- Validate the Intergradation of the ALCMS with Airfield Ground Lighting (AGL) new Field Electrical Centres (FECs) SCADA platforms and airfield power distribution systems.
- Coordinate ALCMS interfaces with NAV CANADA systems Air Traffic Control and airport operations / AOCC platforms.
- Coordinate cross-discipline interfaces with civil structural electrical ducting IT/OT network and special airport systems teams.
- Ensure interface alignment between new ALCMS infrastructure and the legacy systems being progressively decommissioned.
Testing Commissioning & Cutover
- Assist in the Development and Execution of Factory Acceptance Test (FAT) Site Acceptance Test (SAT) and end-to-end commissioning plans.
- Lead system validation redundancy and failover testing and operational readiness activities (ORAT).
- Plan and support phased commissioning and live cutover within an active 24/7 airfield including night-only work windows runway/taxiway closures and NOTAM coordination.
- Support phased decommissioning of legacy FECs and migration of circuits to new infrastructure without operational disruption.
Program Delivery & Coordination
- Provide expert advice and oversight to the joint venture team and the client organization.
- Lead design validation design development and execution phases under a Progressive Design-Build delivery model.
- Operate effectively within a multi-firm design joint venture coordinating with consortium partners the construction joint venture the owner and the owners representative.
- Lead risk identification mitigation planning and recovery strategies impacting commissioning and operational handover.
- Ensure alignment of ALCMS scope with overall program schedule cost quality and safety objectives.
Qualifications :
Required
- Bachelors degree in Electrical Engineering or related discipline. An experienced technician with ALCMS implementation would also be considered.
- Licensed as a Professional Engineer (.) in Ontario.
- 15 years of progressive experience in airfield lighting and airport electrical systems including ALCMS design and commissioning.
- Exceptional communication skills and the ability to build and maintain strong relationships with clients and stakeholders.
- Demonstrated experience providing expert advice and technical guidance to clients.
- Demonstrated experience working within live operational airport environments including phased cutover from legacy to new infrastructure.
- Working knowledge of Transport Canada TP 312 and CARs Part III; familiarity with ICAO Annex 14.
- Ability to obtain and maintain Transport Canada Restricted Area Identity Card (RAIC). and Airside Vehicle Operators Permit (AVOP).
Preferred
- Direct experience in airport and ALCMS implementation working under a Progressive Design-Build (PDB) delivery model within a multi-firm design joint venture.
- Familiarity with energy-efficient and LED-based airfield lighting systems.
- Experience with Airport AGL implementation and design. with Field Electrical Centre (FEC) replacement expansion or modernization programs.
