PURPOSE OF THE ROLE
Reporting to the Director Human Resources the Administrator Training and Development is the lead in the design delivery and evaluation of systemâwide learning and staff development initiatives that enhance employee effectiveness engagement and organizational capacity.
This role leads the development of longâterm and annual learning strategies supports leadership and organizational development and ensures alignment with the Librarys Purpose Values Strategic Goals and legislative obligations. The emphasis of this position is on planning program design continuous improvement and organizational impact rather than dayâtoâday training administration.
This role works collaboratively with the Administrator Employee Learning role to ensure continuity coordination and effective delivery of employee learning development and health and safety programs. The position provides back-up as required to maintain service levels share knowledge and support peak periods planned absences or organizational priorities while maintaining primary accountability for assigned areas of responsibility.
Key Accountabilities
SystemâWide Learning & Development (50%)
- Leads the design implementation and ongoing improvement of the Librarys systemâwide learning and staff development framework.
- Conducts regular organizationâwide learning needs assessments and environmental scans to identify priority skill gaps and emerging development needs.
- In collaboration with the Administrator Employee Learning develops and oversees the annual training and staff development plan and calendar ensuring alignment with strategic initiatives and operational priorities.
- Monitors trends and best practices in adult learning public library service organizational development and leadership development incorporating relevant approaches into programming.
- Works collaboratively with Directors Managers and Supervisors to ensure learning initiatives support service excellence and operational effectiveness.
Learning Design Delivery & Facilitation (25%)
- Designs develops and delivers highâimpact learning programs using a range of instructional methods (inâperson blended virtual and experiential learning).
- Leads the development of programs related to leadership and supervisory skills customer service communication change management teamwork and technical competencies.
- Supports systemâwide staff development initiatives and events (e.g. special projects or staff development day).
- Identifies mentors and supports internal subject matter experts and external facilitators to ensure consistency quality accessibility and clearâlanguage standards in all learning materials.
- Develops and maintains a library of learning resources tools and programs aligned with organizational priorities.
Program Evaluation & Continuous Improvement (15%)
- Develops evaluation frameworks and tools to assess the effectiveness impact and outcomes of training programs.
- Analyzes participation data feedback and learning outcomes to inform ongoing improvements and future planning.
- Prepares reports and recommendations related to learning effectiveness trends and organizational learning capacity.
Organizational & Leadership Development (10%)
- Collaborates with Director Human Resources and senior staff to support systemâwide organizational development initiatives.
- Supports in performance development needs by creating learning solutions at individual team or serviceâstream levels.
- Provides facilitation consultation and coaching support to teams as part of change initiatives or service improvements.
Other
- Maintains strong collaborative relationships with internal teams volunteer services and external learning partners.
- Keeps current in the field of organizational learning and development through ongoing professional development.
- Participates in committees and projects as assigned.
Qualifications
Education
- Postâsecondary education in adult education learning and development human resources or a related field.
- Certification in training organizational development or related discipline is an asset.
Experience
- Minimum two (2) years of experience designing delivering and evaluating learning programs preferably in a unionized or publicâsector environment.
- Demonstrated experience leading organizationâwide or systemâwide training initiatives.

- Proven knowledge of information resources and technologies; computer skills including proficiency with office productivity software (e.g. Microsoft Office); and online learning platforms and tools.
Other
- Valid drivers license.
This position works 100% on site to be able to support the needs of the London Public Library.
This is an Excluded position from the Bargaining unit.
Salary:
Administrator: $37.775 - $53.228 per hour
