About the Role
We are seeking an experienced Senior Functional Analyst to join a large-scale digital transformation initiative supporting agricultural and inspection-related processes within the public sector.
This role focuses on the analysis implementation and continuous improvement of business-critical applications that support field inspections and operational processes related to the Common Agricultural Policy (CAP). You will act as a key liaison between business stakeholders and development teams ensuring that business requirements are translated into effective and scalable digital solutions.
The ideal candidate combines extensive functional analysis expertise with strong stakeholder management skills and a proven ability to lead analysis activities within complex enterprise environments.
Key Responsibilities
Functional Analysis & Business Process Improvement
Perform independent process analyses business analyses needs assessments and functional analyses.
Gather document and validate business requirements with stakeholders.
Translate business needs into detailed functional specifications and user stories.
Identify opportunities for process optimization and digital transformation.
Support the implementation and enhancement of business-critical applications.
Stakeholder Management
Facilitate workshops requirement sessions and functional meetings.
Act as the primary functional point of contact between business users and development teams.
Encourage open communication and actively engage stakeholders to understand operational challenges.
Advise stakeholders on feasible and effective solution approaches.
Solution Design & Documentation
Create process models functional documentation and business workflows.
Develop screen mockups and user interface concepts using Balsamiq.
Model business processes using Bizagi Modeler and BPMN methodologies.
Ensure requirements are clearly documented and understood by technical teams.
Agile Delivery & Team Leadership
Take a leading functional role within multidisciplinary project teams.
Support Agile and Scrum-based project delivery.
Guide junior analysts and contribute to knowledge sharing within the team.
Collaborate closely with developers testers and project managers throughout the project lifecycle.
Required Skills & Experience
Must-Have
Minimum 15 years of experience as a Functional Analyst.
Minimum 5 years of experience working with large business-critical applications.
Experience working within complex technical environments.
Hands-on experience with:
Balsamiq
Bizagi Modeler
Strong knowledge of requirements analysis and functional design.
Fluent Dutch communication skills (CEFR Level C2).
Preferred Skills
Experience with:
Omnitracker
TFS (Team Foundation Server)
UML environments
Object-Oriented and multi-tier application environments
Web-enabled application design
Knowledge of data modeling and process modeling techniques.
Experience facilitating stakeholder workshops and functional governance activities.
Nice-to-Have
Knowledge of Common Agricultural Policy (CAP) regulations.
Experience working within government or public sector organizations.
Knowledge of BPMN.
Experience with Scrum and Agile methodologies.
