The Project

TheTram to Springvale Alliance (TSA) comprising CPB Contractors BMD Constructions and Arup has been selected to deliver the Eastern Freeway Upgrades between Tram and Springvale roads. The major upgrade includes new express lanes upgraded noise walls and revitalised sections of the Koonung Creek Linear Park. The Project is being delivered under an Alliance Contract with Victorian Infrastructure Delivery Authority (VIDA)as the Project Owner and TSA (CPB BMD and Arup) as the Non-owner Participants (NOPs). Together they form the Alliance working as one to deliver this critical infrastructure project.

As a key component of the North East Link Program (NELP) this project will provide a safer more efficient freeway connection for over 135000 vehicles daily removing 15000 trucks from local roads and reducing traffic across the arterial road network crossing the Yarra River by 50000 vehicles per day.

Your opportunity

  • To ensure the safe compliant management of working in and around underground and overhead services and assets.

Reporting to theDelivery Manager the Ground Penetration Permit Coordinator will sit within the project team and be accountable for:

  • Ensure the safe and compliant management of works around underground and overhead services in accordance with legal regulatory project and HSE requirements.
  • Ensure compliance with environmental procedures and controls including regular site inspections and adherence to project environmental requirements.
  • Develop and maintain collaborative working relationships with utility authorities relocation subcontractors project teams and other key stakeholders in a complex project environment.
  • Coordinate site inspections and walkthroughs ensuring identified actions and controls are effectively managed and closed out.
  • Communicate service status permit requirements and controls to personnel undertaking works in the area.
  • Manage and coordinate the Ground Penetration Permit (GPP) system and serve as the sole authority for GPP approvals.
  • Arrange the identification location and verification of assets affected by the works.
  • Report incidents non-conformances and near misses and participate in investigations as required.
  • Ensure site personnel attend pre-start meetings and targeted toolbox talks where required.

Our minimum requirements for this role are:

  • Degree diploma trade qualification or equivalent experience in Construction Civil Engineering Utilities or a related discipline.
  • Minimum of five (5) years of experience working in environments involving live utility services and infrastructure.
  • Strong technical knowledge of utility service providers duty of care requirements with the ability to identify interpret and effectively communicate compliance obligations.
  • Demonstrated ability to review interpret and apply construction and engineering plans drawings specifications and technical documentation.
