As we continue to advance this nationally significant project we are seeking a strategic and solutions-focused Completions & Commissioning Manager to lead the development and delivery of the completions and commissioning program for Marinus Link ensuring all assets are constructed tested and safely placed into service.

This role presents an exciting opportunity for an experienced completions and commissioning leader who thrives on integrated planning cross-party coordination and rigorous testing and assurance and who wants to see systems testability and compliance embedded into decisions at every stage of delivery.

Your Role

As Completions & Commissioning Manager you will develop and implement Marinus Links Systems Completion and Commissioning plan ensuring completions and commissioning principles are fully integrated into design construction sequencing and testing decisions. You will lead the process of assuring all assets are constructed to meet system requirements and safely energised tested and placed into service providing clarity and confidence to the Project Leadership Team MLPL Executive contractors OEMs and network stakeholders including AEMO and TNSPs.

Key Responsibilities:

  • Develop an integrated Systems Completion and Commissioning plan covering Converters Cable System and Network Integration and provide completions and commissioning input into design and construction sequencing considering safety testability work packaging operability and compliance.
  • Establish the systems breakdown structure boundary definitions packaging and test criteria with the MLPL Engineering team and Contractors and participate in or review Factory Acceptance Testing Full Systems Testing and other testing activities.
  • Provide leadership oversight assurance and integration of the Systems Completion Plan and related processes and activities from Contractors and OEMs ensuring completions and commissioning interfaces are implemented on a holistic seamless basis.
  • Work with the MLPL H&S Team to develop and implement permit-to-work lock-out/tag-out and other safety systems required for live systems testing and operation.
  • Develop integrated testing and commissioning plans start-up sequences coordination with TNSPs and AEMO defect categorisation and risk-based (punch list) acceptance prior to energisation ensuring Marinus Link meets Australian and International Standards the National Electricity Rules and connection agreement technical requirements.
  • Mobilise MLPL testing and commissioning resources to complement and oversee Contractors commissioning teams and generate and implement a Handover Plan for the transfer from construction to commissioning to operations.
  • Work with the MLPL commercial team to develop and implement a strategy for engaging other market participants to enable the energy flows required to conduct transmission system tests.
  • Provide reporting on status progress risks and mitigations to the Project Leadership Team MLPL Executive and other stakeholders and chair the Commissioning Panel comprising representatives of MLPL the main contractors AEMO and other TNSPs.

Youll Need

  • You are a proactive delivery-focused leader who excels in connecting engineering safety and commercial considerations to drive successful energisation outcomes and who thrives in complex multi-party infrastructure environments. Youll bring:
  • Tertiary qualifications in Electrical Engineering or a related discipline.
  • Experience transitioning complex infrastructure from project phase to operations phase with demonstrated capability in asset management operations readiness commissioning and handover of complex electrical assets.
  • Demonstrated experience in completions and commissioning for transmission infrastructure with an emphasis on electrical safety systems and processes.
  • Demonstrated people leadership experience with the ability to build a high-performing team culture aligned to the One Marinus Culture Charter.
  • Knowledge of asset information management configuration control quality systems HAZOP/risk review processes and cyber and physical security requirements relevant to critical infrastructure in Australia.
  • Excellent written and verbal communication skills including the ability to present technical positions clearly to senior leaders and project stakeholders.
  • Desirable: Knowledge of NEM processes and systems the Australian National Electricity Rules (NER) Energy Safe Victoria Tasmanian CBOS Electricity Standards and Safety and ISO 55001.
