HSE Engineer Site

• Define and implement the Consultants approach to Health Safety Environment (HSE) and Worker Welfare Assurance ensuring alignment with the overall project delivery strategy.

• Participate in the contractor prequalification process to assess and verify the competency of prospective contractors in HSE management.

• Develop and implement a monitoring program that includes site tours inspections audits and reviews of worker welfare facilities.

• Lead weekly formal HSE inspections workshops and meetings and ensure timely closure of all observations non-conformities and corrective actions.

• Chair weekly Health and Safety meetings with the Contractors HSE and management teams.

• Ensure that all contractors subcontractors suppliers and vendors operating under the Consultants supervision comply with the Employers HSE requirements contractual obligations and applicable regulations.

• Ensure compliance with the General Conditions of Contract statutory requirements and all relevant health safety and environmental regulations.

• Verify that project-specific Construction Health and Safety Plans are developed reviewed and approved prior to the commencement of construction activities.

• Review approve and monitor the implementation of the Contractors Health and Safety Plans Method Statements and Risk Assessments (MSRA) and other HSE deliverables required under the HSEQ Management System.

• Ensure that contractors maintain an adequate number of competent HSE professionals to satisfy both statutory and Employer requirements. Competency assessments may include interviews and verification of qualifications and experience.

• Verify that contractors provide competent personnel for HSE-critical roles including Appointed Persons Lifting Supervisors and Emergency Response Teams as applicable.

• Conduct HSE pre-construction kick-off meetings with contractors in accordance with the Employers requirements and agendas and maintain effective coordination with both Contractor and Employer HSE representatives.

• Support the  Project Management Team in promoting a proactive safety culture and achieving project HSE objectives.

Qualifications :

• Bachelors degree in Engineering Occupational Health & Safety Environmental Engineering or a related discipline.
• Professional certification in Health and Safety such as NEBOSH International General Certificate (IGC) NEBOSH Diploma IOSH Managing Safely or equivalent recognized qualification.
• Minimum 10 years of relevant experience in construction health safety and environmental management including at least 5 years on large-scale building and infrastructure projects.
• Previous experience working with engineering supervision consultants on major construction projects.
• Thorough knowledge of Saudi Arabian occupational health and safety regulations international HSE standards and industry best practices.
• Familiarity with ISO 45001 (Occupational Health and Safety Management Systems) and ISO 14001 (Environmental Management Systems).
• Demonstrated experience in conducting safety inspections risk assessments incident investigations and implementing corrective and preventive actions.
• Strong communication and reporting skills with the ability to coordinate effectively with contractors clients and regulatory authorities.
• Proficiency in preparing HSE reports safety statistics audits toolbox talks and compliance monitoring records.
• Fluent in English.
