ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction inclusive globalization and environmental sustainability. The mission of UNIDO as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019 is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs) which will frame United Nations and country efforts towards sustainable development. UNIDOs mandate is fully recognized in SDG9 which calls to Build resilient infrastructure promote inclusive and sustainable industrialization and foster innovation. The relevance of ISID however applies in greater or lesser extent to all SDGs. Accordingly the Organizations programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOs four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and qualityrelated activities; and (iv) convening and partnerships for knowledge transfer networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters Regional Offices and Hubs and Country Offices.

The Directorate of SDG Innovation and Economic Transformation (IET) houses the Divisions of Coordination and Integration Support (IET/CIS) Quality Impact and Accountability (IET/QUA) Agribusiness and Infrastructure Development (IET/AGR) Innovative Finance and International Financial Institutions (IET/IFI) Fair Production Sustainability Standards and Trade (IET/PST) PublicPrivate Partnerships (PPP) and Climate and Technology Partnerships (CTP).


The Directorate also ensures close coordination and collaboration among the Divisions and relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS).


The Division of Agribusiness and Infrastructure Development provides technical cooperation services to assist the modernization of agriculture and agroindustry especially in lessdeveloped countries ensuring that enterprises add value to primary agricultural production substitute the imports of food and other valueadded agricultural products and participate effectively in local regional and global value chains. Where needed it will develop infrastructure and agroindustrial parks and capacities for agroindustrialization value addition quality assurance and food safety. It will also bring innovative approaches to Member States to fully benefit from carbonneutral and biodiversityenhancing agricultural and agroindustrial production and development opportunities in the green and blue bioeconomy


The Food Security and Food Systems Unit (IET/AGR/FSS) promotes the development of food industries and food value chains and the production of local food products in lessdeveloped countries to end hunger and ensure food and nutrition security while generating income and employment adhering to principles of sustainable industrial development. It provides a range of technical assistance services that allow food enterprises including in the informal sector and especially SMEs to extend their production improve their products comply with quality and other standards become more competitive and deliver adequate and nutritious food to local populations and for export. Where opportune it also promotes the development of food safety compliance infrastructure and building related food safety systems capacities


PROJECT CONTEXT


Project Strengthening food security by enhancing agricultural value chains in Southern Egypt SAP ID: 230204


Egypt has been experiencing extreme food and water security crisis in the recent years. This is due to a number of domestic regional and global factors such as the increasing population growth rate and high unemployment rates inefficient food production and utilization of natural resources global conflicts that affect fuel and electricity prices. The global climate change and its impact on the weather and temperature has also negatively affected the agricultural conditions in Egypt. Due to the record breaking hot summers in recent years the food value chain has suffered from increased food loss during production transportation storage and packaging. In addition the rising sea levels due to the climate change are prompting the saltwater intrusions that are affecting not only water supply but also agricultural farmland. Egypt is facing an annual water deficit of around 7 billion cubic meters and it is estimated that the country will be categorized as water scarce country by 2025. This has significantly impeded the countrys ability to expand in food production.


To overcome these challenges the Government of Egypt (GoE) has committed to achieve inclusive sustainable development through its 2014 Constitution and Sustainable Development Strategy (SDS) Egypts Vision 2030. As a result over the past years the GoE started implementing a series of economic reforms to address socioeconomic challenges across the country with a specific focus on Upper Egypt being the most vulnerable region to inequities persistent poverty and food insecurity.

These programs focus on transformative social protection equitable geographical distribution of quality services strong economic growth building knowledge and digital transformation and mainstreaming information management systems. GoE also works extensively with bilateral and international aid agencies including United Nations Industrial Development Organization (UNIDO) World Food Programme (WFP) amongst others in the area of food security climate resilience and agro value chain development.


The project is designed to ensure the achievement of the following four main outputs:


  • Output 1: Delivery of technical assistance on Good Agricultural Practices and water management improved
  • Output 2: From Community Development Associations (CDAs) into SMEs local service providers professionalized
  • Output 3 : Access to markets improved
  • Output 4: Institutional capacity strengthened

FUNCTIONAL RESPONSIBILITIES


Under the direct supervision of the Project Manager and close cooperation with the project team in the HQ and field location the National Project Coordinator will be responsible for the performance of the following main duties:


  • Coordinate all project related activities as per the project action plans including but not limited to missions of international experts meetings field visits training and workshops recruitment and procurement plans and activities;
  • Communicate with the counterpart and other stakeholders and participate in the meetings field visits workshops and training activities organized under the project and lead discussions when so indicated by the Project Manager;
  • Provide technical inputs on project activities and support the Project Manager in the overall planning reporting and management of the project;
  • Support the Project Manager in identifying local resources such as potential project beneficiaries consultants cooperation partners etc.
  • Supervise and coach the project team members as well as shortterm consultants and manage their outputs including administrative tasks local and international procurement local and international recruitment Monitoring and Evaluation reporting surveys needs assessments etc. Provide technical guidance support and training to the project team as needed;
  • Elaborate documents such as Minutes of Meetings reports studies etc. and maintain a proper record keeping system for them;
  • Support the Project Manager in drafting project progress reports and other reports as required;
  • Conduct other tasks as required by the Project Manager.

MINIMUM ORGANIZATIONAL REQUIREMENTS


Education

Advanced university degree in engineering sciences economics agroindustries business administration or other relevant discipline with specialization in agro value chain is required.


Technical and Functional Experience

  • At least 7 years of professional experience in the relevant field at national level is required.
  • Experience in implementation of technical cooperation/development projects at national level is required.
  • Experience in management and/or coordination of UN and/or donor funded projects is required.
  • Experience in evaluating the needs conditions and problems of the country or similar country in the regions is required.

Languages

Fluency in written and spoken English and Arabic is required. Fluency and/or working knowledge of another official UN language is desirable.
