The Group HR Manager is responsible for leading and managing the full spectrum of Human Resources functions across multiple business units within the group. The role focuses on developing and implementing HR strategies ensuring compliance with labor laws building strong HR systems and supporting business growth through effective talent management and organizational development.
Key Responsibilities
1. HR Strategy & Leadership
Develop and implement group-wide HR strategies aligned with business objectives
Act as a strategic advisor to senior management and business heads
Lead HR transformation initiatives across multiple entities
2. Talent Acquisition & Workforce Planning
Oversee end-to-end recruitment across all business units
Develop workforce planning strategies and manpower budgets
Ensure timely hiring of skilled and unskilled workforce as per business needs
Build strong talent pipelines for critical and leadership roles
3. Performance Management
Design and implement performance management systems (KPIs appraisal cycles)
Drive a performance-driven culture across the organization
Ensure fair evaluation promotions and succession planning
4. Compensation & Benefits
Develop and maintain salary structures and grading systems
Benchmark compensation against market standards
Oversee payroll policies incentives and employee benefits programs
5. Employee Relations & Engagement
Manage employee relations grievance handling and disciplinary processes
Promote employee engagement and retention initiatives
Ensure a positive workplace culture aligned with company values
6. HR Policies & Compliance
Develop implement and standardize HR policies across all entities
Ensure compliance with Qatar Labour Law and company regulations
Manage audits HR governance and internal controls
7. Learning & Development
Identify training needs across departments
Design leadership development and succession planning programs
Promote continuous learning and skill development initiatives
8. HR Operations & Systems
Oversee HR operations including HR administration onboarding and offboarding
Implement and manage HRIS systems (SAP Oracle or similar)
Drive digital transformation in HR processes
9. Organizational Development
Design and restructure organizational frameworks where required
Support change management initiatives
Improve productivity and efficiency across business units
Requirements
Bachelor’s / Master’s degree in HR Business Administration or related field
10 to 15 years of HR experience including senior leadership roles
Experience in holding groups / multi-company environments preferred
Strong knowledge of GCC labor laws (especially Qatar)
Experience in FMCG Construction Trading or diversified groups is an advantage
Strong HRIS and analytics exposure
