About this Job:
Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Tanzania Uganda Kenya Rwanda and South Sudan.
On behalf of our Tanzania based client we are looking for a competent and experienced Welding Specialist
About EACOP
EACOP is a 1443km crude oil export pipeline that will transport Uganda s crude oil from Kabaale Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania. Worley will support EACOP partners led by international French company Total Energies through the execution and delivery of the project.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
Review of the Welding aspects of VENDOR and Construction Contractor documentation packages.
Perform Technical audits of VENDOR and Construction Contractor systems for welding and associated processes.
Providing clarification on Project Welding Specifications requirements as well as applicable International Codes and Standards to the Construction Contractors and VENDORS.
Reviewing welding and NDT procedures submitted by VENDOR and Contractor before WPQT commences.
Reviewing and approving VENDOR and Construction Contractors welding and NDT personnel qualifications and approving technical aspects of all Construction Contractors welding operations.
Develop and implement a WQMS (Welding Qualification Management Strategy) based on construction strategies and preferred approaches of main Construction Contractors; this will align with the onsite fabrication sequence of each main Contractors and will outline the best approach to tackle welding qualification for each VENDOR based on the applicable construction strategy and Construction Contractor s supplied data.
Witness/Approve WPQTs
Produce an RFI (Request for information) to send to the VENDORS and Construction Contractors; highlighting required information from each VENDOR and Construction Contractor necessary to comply with the relevant welding spec and prerequisite for WQPTs.
Reviewing welding and NDT procedures submitted by VENDOR before WPQT commences.
Reviewing/Approving results of welding procedure and NDT procedure qualification testing.
Approving final WPSs upon satisfactory completion of the WPQT.
Reviewing and approving VENDORS welding and NDT personnel qualifications and approving technical aspects of all VENDORS welding operations.
Produce a WQMS (Welding Qualification Management Strategy) based on procurement strategy and main VENDORS
Mentor exemplary behaviour regarding HSE Ethics and Company "Code of Conduct" policy.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
Bachelor or master s degree in Materials Engineering or Metallurgy (Chartered Engineer)
Qualified European or International Welding Engineer.
Minimum 10 years proven experience in Pipelines Welding engineering and design as well as shop and field pipelines welding engineering activities in the Oil & Gas sectors
8 years proven work experience as senior welding specialist and/or welding engineer in the oil and gas industry.
Good understanding of requirements of other departments and interfaces in engineering
A thorough knowledge of applicable international codes and standards and major Company/Operators standards
Working knowledge of national and local regulatory frameworks (laws regulations guidelines and policies)
Excellent communications skills
Attention to detail and high level of accuracy
Analytical and problem-solving skills
Ability to travel as and when required
High level of safety awareness
REQUIRED COMPETENCES:
A strong communication networking collaboration and well-developed team-working skills especially in multi-discipline and multi-cultural teams.
Comprehensive knowledge and competency within the applicable discipline certification framework such as CSWIP / BGAS / PCN / AWS / NACE Inspection requirements and certification compliance
A full understanding of how all elements of the project scope integrate and interface with each other and are managed to successfully deliver the right project outcome
A high focus on identifying and delivering the identified deliverables which meet project expectations from a quality and performance perspective with minimal integration challenges to current operations.
Excellent teamwork & skills being able to work with the various sub-teams to resolve issues and reach decisions that are in the best interests of the integrated project team.
An ability to work effectively in a diverse multidisciplinary team environment including Interface management experience within facilities and across other functions.
Competency within industry applications such as MS Office; Word Excel PowerPoint Visio
Demonstrated knowledge of compliance risk controls and site HSE requirements
Demonstrated communication skills including the ability to articulate engineering concerns and solutions with site engineers consisting of individuals with various technical and educational backgrounds.
Previous experience working with multicultural contractors and reporting their performance.
Autonomous self-motivated and flexible with the ability to adapt quickly to change or shifting priorities.
Competency and proven experience within Tier 1 Oil & Gas Contractor or equivalent proprietary management systems and associated desktop applications for project delivery
Competency within industry applications such as Assure OMIE Aconex SharePoint Adobe MS Office; Word Excel PowerPoint Visio
