Description

NORCAPs mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian development and peace building sectors we collaborate with local national and international partners on finding solutions that meet the needs of people at risk.


We do this by:

  • Supporting humanitarian development and peace building initiatives that protect and empower people
  • Improving impact at the global and local level through joint projects with partners and stakeholders
  • Providing expertise and developing capacity that enable partners to meet the needs of people in fragile situations and crises
  • Strengthening the global system that we are part of through support for leadership coordination and policy development
  • Building bridges between the humanitarian development and peace building sectors

We are seeking a Senior Energy Efficiency Officer (Power System Efficiency) at the African Energy Commission (AFREC) based in AlgiersAlgeria for a 2year term with a 1year probation period. AFREC is a specialized technical agency of the African Union Commission (AUC) that plays a leading role in the development of energy policies strategies and programmes on renewable energy energy efficiency bioenergy modernization capacity building oil and gas in Africa; and maintaining and disseminating the African Energy Statistics. The Officer will provide technical expertise to the of the African Energy Efficiency Programme activities through Denmarks Africa Partnership for Peace and Sustainability support. The project is to strengthen the capacity of African Union (AU) Member States in improving energy efficiency; thus reduce the strain on energy infrastructure demand for fossil fuel and helping keep energy bills more competitive

This position is for applicants with citizenship from member states of AU only.

ORGANISATION BACKGROUND

The African Union (AU) established as a unique Pan African continental body is charged with spearheading Africas rapid integration and sustainable development by promoting unity solidarity cohesion and cooperation among the peoples of Africa and African states as well as developing a new partnership worldwide. The AU Commission is seeking to fill in the position of Senior Programme Officer at the African Energy Commission (AFREC) based in AlgiersAlgeria. AFREC is a specialized technical agency of the African Union Commission (AUC) that plays a leading role in the development of energy policies strategies and programmes on renewable energy energy efficiency bioenergy modernization capacity building oil and gas in Africa; and maintaining and disseminating the African Energy Statistics.

The Officer will provide technical expertise to the of the African Energy Efficiency Programme activities through Denmarks Africa Partnership for Peace and Sustainability support. The project is to strengthen the capacity of African Union (AU) Member States in improving energy efficiency; thus reduce the strain on energy infrastructure demand for fossil fuel and helping keep energy bills more competitive. The project is supporting the:

  • Development adoption and enforcement of Minimum Energy Performance Standards (MEPS) for electrical equipment and appliances in AU Member States;
  • Development and implementing action plans for electricity utilities to cut on technical losses in distribution grids; and
  • Monitoring and evaluation of energy efficiency policy instruments at AU Member State level.

The Officer will work with a team of staff at AFREC in designing and implementing AFRECs mandate and programmes. Main engagements shall be with AU Member States Regional Economic Communities development partners PanAfrican institutions NGOs in implementing the African Energy Efficiency Strategy (AfEES) and its action plan and crosscutting energy programmes. In executing his/her roles the staff will carry out a wide range of activities such as project development budgeting stakeholder engagement market research project reporting monitoring and evaluation.



Responsibilities

MAIN FUNCTIONS

  • Provide support in the preparation and implementation of the African Energy Efficiency Programme.
  • Actively contribute to the development and implementation of strategies policies programmes and action plans.
  • Liaise with Member States Regional Economic Communities (RECs) and other stakeholders on relevant matters and ensure coordination and collaboration at all levels.
  • Prepare and develop reports budget and work programmes under the African Energy Efficiency Programme.
  • Provide support to mobilize resources with close coordination with relevant stakeholders.
  • Conduct complex analysis and generate accurate reports in a timely manner for AFRECs internal and external uses.
  • Liaise with the various divisions of AFREC and relevant departments of the African Union Commission for coordination and alignment purposes.
  • Support the promotion of the activities of AFREC including preparing leaflets guidelines and fact sheets as may be required.

Qualifications

EDUCATIONAL QUALIFICATION & WORK EXPERIENCE REQUIREMENTS

  • Masters Degree in Energy Renewable Energy Energy Efficiency Energy Economics Energy Management and/or in related field in science and engineering with seven 7 years of experience out of which three 3 years shall be relevant to electricity grid losses reduction strategies.

OR

  • A university Bachelor degree in Electrical engineering Energy Renewable Energy Energy Efficiency Energy Economics Energy Management and/or in related field in science and engineering or any related discipline with ten 10 years of experience out of which three 3 years shall be relevant to electricity grid losses reduction strategies.
  • Experience in electricity power system design and operation including electricity grid losses determination and reduction.
  • Experience in modelling and simulation and measurement of electricity system losses is an added advantage.
  • Experience in development and implementation of energy efficiency strategies policies and regulations in developing countries with focus on the power sector.
  • Must have proven track record of outstanding report writing and oral communication abilities.

  • Ability to establish and maintain effective partnerships and working relations both internally and externally.
  • Ability to develop clear program goals plans and actions including budgets that are consistent with agreed strategies.

  • Strong ability to work in a team setup.
  • Excellent communication skills both verbal and written.
  • Strong interpersonal skills and ability to set priorities successfully and work with other professionals to achieve goals within tight deadlines.
  • Ability to work and deliver high quality outcome in a complex environment with multiple tasks short deadlines and pressure to perform.
  • Very good computer application skills (MSWord MSExcel MSPowerPoint and other office.

LANGUAGE REQUIREMENTS

Candidate must be Proficient in English. Proficiency in in one or more other working language(s) of the AU will be an added advantage.

TENURE OF APPOINTMENT

The appointment will be made on fixed term contract for a period of two 2 years of which the first twelve months shall be considered as probationary period. Thereafter the contract will be renewed annually for the project period up to end of 2028 subject to satisfactory performance and deliverables.

REMUNERATION

The position is established at Grade P3 within the African Union Commissions grading structure. Remuneration for this role comprises a base salary inclusive of all applicable benefits and allowances.
