The Risk Manager as part of the Clients Project Control Team is responsible for networklevel risk governance oversight and strategic risk management across multiple projects. This role ensures that Line Managers Designers Strategic Partners and Contractors implement risk management practices that align with client objectives contractual obligations and industry best practices. Instead of performing direct risk assessments at the contractor level the Risk Manager leads risk governance efforts audits risk processes and ensures proactive mitigation strategies to maintain project in accordance with the Clients strategic goals.

 

This position requires evaluating and reviewing risk assessments ensuring that risk methodologies align with the Clients risk management framework and project control standards. The Risk Manager will work on qualitative and quantitative risk analyses execute Monte Carlo simulations to assess cost and schedule uncertainties validate risk registers and ensure that risk mitigation measures are properly implemented across all projects.

 

The role extends to developing and maintaining risk reporting standards ensuring compliance from Line Managers and Contractors and preparing risk dashboards for senior management and regulatory stakeholders. Acting as a liaison between the Client Line Managers and external regulators the Risk Manager facilitates risk workshops ensures contractual risk compliance and supports risk mitigation strategies at a strategic level. Participation in risk review meetings with internal teams contractors and regulatory authorities is essential to ensuring that risks are identified early assessed rigorously and mitigated effectively.

 

The Risk Manager will audit risk methodologies used by Line Managers and Contractors flag highrisk areas and support the Clients broader risk management framework by contributing to strategic risk mitigation planning. Additionally this role involves tracking and reporting materialized risks ensuring that potential project delays and financial risks are proactively addressed and escalated when necessary.

 

As part of the Clients contract governance efforts the Risk Manager will support the development of riskrelated requirements in Requests for Proposals (RFPs) and maintain Client risk management policies to ensure alignment with contractual and regulatory obligations. The Risk Manager will define and enforce standardized risk categorization and coding structures ensuring reporting consistency across all projects under the Clients oversight.

 


Qualifications :

  • 15 years of experience in major infrastructure transportation mass transit urban development industrial and marine projects with a focus on risk governance and strategic oversight.
  • Expert in Monte Carlo simulation leveraging simulation techniques to model uncertainty quantify potential project risks and enhance decisionmaking in cost and schedule risk assessments.
  • Strong understanding of construction schedules and project controls ensuring Line Managers and Contractor risk models accurately represent time cost and uncertainty factors.
  • Proficiency in risk analysis tools such as @RISK Primavera and CrystalBall ensuring comprehensive risk quantification and mitigation strategies.
  • Experience in conducting qualitative and quantitative cost and schedule risk assessments including the application of simulation techniques.
  • Strong written and verbal communication stakeholder engagement and decisionmaking abilities ensuring riskrelated discussions drive proactive solutions.
  • International experience preferred with a deep understanding of regulatory requirements and compliance frameworks.
  • Chartered Engineer status preferred. Accredited certification in risk management highly desirable (e.g. RMP or equivalent).

Risk Strategy & Implementation

  • Develop maintain and implement a comprehensive risk management strategy that aligns with project objectives stakeholder expectations and industry best practices.
  • Ensure consistent risk management governance across the project lifecycle by overseeing risk assessments submitted by Line Managers and Contractors ensuring compliance with the Clients risk policies.
  • Collaborate with project teams external authorities and regulatory bodies to integrate risk management frameworks at the program level.

Risk Assessment & Analysis

  • Lead qualitative and quantitative cost and schedule risk assessments ensuring Line Managers and Contractor submissions align with clientside project risk methodologies.
  • Oversee risk workshops to identify assess and quantify risks affecting project timelines and budgets ensuring alignment with the Clients risk exposure framework.
  • Perform datadriven research and analysis to support riskbased decisionmaking ensuring risk quantification accurately reflects project financial and schedule uncertainties.
  • Plan and conduct onsite evaluations of risk controls implemented by Line Managers and Contractors ensuring effective mitigation and contingency measures.
  • Stay updated on cybersecurity risks adversarial attack methods and evolving regulatory frameworks ensuring comprehensive risk oversight beyond traditional construction risks.

Stakeholder Engagement & Reporting

  • Engage with stakeholders (clients Line Managers Contractors regulators) to communicate riskrelated information ensuring risk discussions translate into actionable mitigation plans.
  • Provide guidance on risk management principles techniques and best practices to internal teams and delivery partners ensuring adherence to the Clients risk governance framework.
  • Report on risk management issues to senior management and clients identifying highimpact risks and proposing strategic mitigation strategies.
  • Support the development of Requests for Proposals (RFPs) ensuring contractual risk requirements align with project control best practices.

Governance Compliance & Risk Control

  • Conduct technical risk and security assessments for thirdparty service providers internal projects and technology implementations ensuring compliance with clientdriven policies.
  • Ensure full regulatory compliance with riskrelated industry standards and internal project controls maintaining oversight over risk assessments from Line Managers and Contractors.
  • Manage risk controls for external and thirdparty approvals ensuring government regulatory alignment and risk transparency.
  • Develop and maintain project risk registers integrating them into the broader project controls framework to ensure strategic risk visibility at the portfolio level.
  • Facilitate lessonslearned sessions to capture document and apply risk insights ensuring continuous improvement in risk governance.
