About this Job:
QSourcing Limited trading as QSourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Tanzania Uganda Kenya Rwanda and South Sudan.
On behalf of our Tanzania based client we are looking for a competent and experienced MTT Preservation Supervisor.
POSITION IN THE ORGANISATION
The Preservation Supervisor reports functionally to the QC Lead and administratively to the Construction Quality Manager
MISSIONS / JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$ OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast opening a new value corridor between the two countries. The EACOP project development comprises the detailed engineering construction operation and maintenance of the corresponding facilities.
The job holder has the responsibility of coordinating the daytoday preservation activities of the allocated Lot construction quality staff and CONTRACTORs site works. They will ensure all preservation works are carried out using safe working practices and are completed in accordance with the project reference codes standards drawings and specifications.
CONTEXT AND ENVIRONMENT
The EACOP project includes a 1445km 24in oil export pipeline 8 above ground facilities and a series of main line block valves and trace heating stations and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tiein to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world) environmental and social challenges faced by the project the Governments of Uganda and Tanzania agreed to develop EACOP in a fasttrack mode. The project is aims for a Ready for Startup (RFSU) schedule 39 months after FID.
The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team three partners development in two countries new to oil development (Uganda and Tanzania) and the need for project development in accordance external financing requirements.
The fieldbased positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8x2 rotation 6 workdays per week 10hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI MST facilities and EITS infrastructure are ontime and to budget.
To provide on the job training and coaching to local content personnel liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
Implement use and communicate safe work practices on and off the project sites.
Review of CONTRACTORs submitted preservation documents such as QCP s ITP s SOP s and WMS s
Attend COMPANY CONTRACTOR quality audits and engage as directed.
Monitor compliance with the COMPANY CONTRACTOR preservation document deliverables and data.
Monitor CONTRACTOR implementation of the approved preservation plans and procedures.
Attend specific preservation focused compliance audits/surveillance reviews as scheduled or necessary.
Review equipment and material preservation plans that encompass receipt inspection site storage post installation precommissioning and handover.
Monitor & report on the activities of contracted 3rd party preservation entities (where applicable)
Where applicable confirm 3rd Party practitioners on site are suitably qualified in preservation processes.
Expedite and report on the status of preservation performance against agreed Quality KPI s.
Maintain and update databases and record storage for preservation reports and compliance audits.
Inspect critical materials & equipment and confirm they have monitored preservation records available
Mentor exemplary behavior regarding HSE Ethics and Company "Code of Conduct" policy
ACCOUNTABILITIES
Ensure compliance with Tanzanian rules regulations shareholder and governmental agreements and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
Supporting and coordinating EACOP project teams processes
MANDATORY v REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
Hold a mechanical inspector or plant inspector certification issued by a recognized international certification scheme such as ASQ / AWS / API or other Company agreed applicable qualification that support the preservation assurance management and compliant delivery of the onshore Pipeline and related AGI MST facilities and EITS infrastructure scopes.
A minimum of 12year preservation inspection related working experience including at least 8 years proven work experience as QA/QC preservation supervisor or preservation engineer in the oil & gas industry.
Previous Quality assurance/engineering experience and demonstrated knowledge/use of Quality tools/methodologies.
8 years of technical preservation experience working within a crossfunctional oil & gas pipeline project team supporting; engineering interface contractor construction and commissioning readiness.
Experience with coordinating CONTRACTOR preservation programs
Experienced in analysing welding & NDE metrics to report accurate KPI s and potential noncompliance trends and status back to the Quality Lead and project management team
REQUIRED COMPETENCIES
Competency and proven experience within Worley or equivalent proprietary management systems and associated desktop applications for project delivery
Competency within industry applications such as Assure OMIE Aconex SharePoint Adobe MS Office Word Excel PowerPoint Visio
Demonstrated knowledge of construction compliance risk controls and site HSE hierarchy
Demonstrate proficiency in the interpretation of supplier vendor documents specifications and warranty
Knowledge of auditing processes and ISO 9001
Working knowledge of ASME API AWS ISO codes and other applicable codes and standards.
General knowledge of machinery equipment and preservation programs for mechanical and process equipment piping electrical and instrumentation/controls equipment used in Oil and Gas industry
Comprehensive understanding of on and offsite preservation methodologies and best practices
Knowledge of root cause analysis (RCA); datadriven decision risk analysis analytical reporting
Demonstrated communication skills including the ability to articulate preservation concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
Previous experience working with multicultural contractors and reporting their quality performance.
Staff management experience (knowledge of mentoring and motivation techniques)
Autonomous selfmotivated and flexible with the ability to adapt quickly to change or shifting priorities
