Job Summary
- Supervising staff and ensuring that all financial records are accurate and compliant with International Public Sector Accounting Standards (IPSAS) and regulations.
- Managing day-to-day accounting operations including accounts payable accounts receivable general ledger and tax reporting.
- Preparing financial statements in a timely and accurate manner.
- Maintaining and enforcing internal controls to safeguard Council assets and ensure compliance with financial regulations.
- Coordinating and leading audits liaising with external auditors and addressing audit findings.
- Conducting forecasting financial planning and performance analysis and providing recommendations for cost control and efficiency improvements.
- Preparing and monitoring the annual budget and budget performance.
- Supervising training and mentoring accounting staff monitoring team performance and ensuring professional development.
- Managing tax compliance including filing returns and liaison with ZIMRA.
- Providing strategic financial insights to support management decision-making and long-term planning.
- Providing and implementing debt collection strategies to enhance revenue collection.
- Performing any other duties as assigned by the Director of Finance.
Requirements
- An Accounting Degree or Finance Degree from a recognised University.
- A Post Graduate Degree will be an added advantage.
- At least three (3) years of post-qualification experience at Middle Management Level.
- A clean record of service and no criminal record.
- Must be a citizen of Zimbabwe.
- Possession of a minimum clean Class 4 drivers licence.
- Registered Public Accountant with the Public Accountants and Auditors Board (PAAB).
Required Skills:
Bachelors degree in Computer Science or related field Proven experience as a Software Engineer or similar role Strong proficiency in programming languages such as Java C or Python Experience with software development tools and methodologies Excellent problem-solving and analytical skills Good communication and teamwork abilities
