Manager, Financial Crime Compliance
Job Summary
To provide input into the strategy and to assist in the strategic execution in the business Financial Crime Compliance risk management functions and business partnering initiatives as pertains to Anti-Money Laundering (AML) & Counter Financing of Terrorism (CFT) Sanctions Anti-Bribery and Corruption (ABC) and Prevention of Facilitation of Tax Evasion (PFTE) in order to discharge Financial Crime Compliance risk management processes as required by relevant regulatory and supervisory requirements policies and minimum standards.
Develop and execute on strategy to facilitate the growth of the bank
Provide Financial Crime Risk Management advisory services to Business Executives Line Management and staff in discharging their responsibility to comply with Financial Crime Compliance statutory regulatory and supervisory requirements to:
o Protect the reputation of the Group
o Avoid legal action against the Group
o Promote Group Supervisory and Regulatory interaction
o Protect the Groups assets and Employees
Provide input into business risk management strategy ensuring alignment to the FCC strategies of the bank and Group FCC as guided by the group strategic purpose and regulatory requirements.
Steer business initiatives through identification of Financial Crime Compliance deficiencies and guiding business in determining appropriate remedial action plans
Identify and facilitate the formulation of technology and operational implementations for Financial Crime Compliance ensuring the drafting of appropriate Business Requirements and Change Requests using Business Change and Information Technology functions appropriately.
Ensure business readiness in the instance of Money Laundering Surveillance and Sanctions Screening solution deployments and enhancements.
Ensure appropriateness and fit of customised and documented processes and procedures within the Country to address Money Laundering Surveillance
Review and verify investigations of suspicious transactions validating the suspicion and ensuring appropriate reporting to the in-country Regulator.
Ensure continuity of operational effectiveness of Financial Crime Compliance Systems through the relevant support functions and processes of the Africa IT desk.
Develop internal and external stakeholder relationships to build credibility of the bank
Develop and build key stakeholder relationships with the executive leadership of all business lines and support functions in the Country to ensure alignment and consistency across relevant business units
Lead effective lobbying with regulatory and supervisory bodies to drive industry and regulatory change and lead input to influence content of draft regulations and guidelines prior to publication e.g. inclusive banking
Develop and maintain key relationships with regulators and supervisors to promote Group supervisory and regulatory interactions.
Network with Regional Money Laundering Control Bodies and member Banks to promote the standing of the Group
Lead and develop a team to support business
Actively promote on an ongoing basis the Financial Crime Compliance area along with a culture of compliance to Business to ensure continued strategic awareness and alignment
Support and maintain strong team dynamics and culture.
Harness the collective resources within the Country and Centre Compliance teams and drive towards meeting the strategic goals of Financial Crime Compliance.
Manage the team to ensure top performance and effective delivery of objectives for the Financial Crime Compliance.
Engage and partner with business to protect the reputation assets and employees of the bank
Guide business in identifying and analysing all Money Laundering Sanctions Terror Financing Bribery and Corruption and Facilitation of Tax Evasion risks within the bank and its processes and the development of remedial actions
Provide advisory services on Sanctions risk inherent in the Country the businesss clients and cross-border transaction functions.
Ensure that adequate and effective guidance and advice is provided on prospective or existing customers to the business teams regarding:
o Due Diligence to be performed in onboarding and periodic reviews
o High Risk or Complex structures within the clients
o Submissions to the Country High Risk Committee
Facilitate policy standards and controls implementation and embedment to effectively manage compliance risks within the bank
Drive the implementation and maintenance of Policies and Minimum Standards within the Financial Crime Compliance Framework
Ensure that the bank customises adopts embeds and enforces the governance standards documented in the Financial Crime Compliance Policies and Standards
Provide Subject Matter Expertise (SME) in guiding and supporting the country Policy Officer in the customisation of policies and the submission of dispensations requests against the Group Policies and Standards in response to changes in the regulatory landscape
Steer and support compliance risk management to efficiently identify and manage risks within the bank
Develop a risk management and compliance plans in support of regulatory or supervisory requirements and controls
Provide appropriate input into monitoring plans to ensure that the Country Compliance Monitoring Team establish monitoring and testing coverage plans to assess the adequacy and effectiveness of controls in the country
Mobilise review functions to ensure that conformance reviews are conducted for Financial Crime Compliance in the following areas at minimum:
o Risk Based Approach;
o Customer Due Diligence;
o Enhanced Due Diligence;
o Prominent and Influential Persons (PIP);
o Correspondent Banking;
o Recordkeeping;
o Money Laundering Surveillance;
o Sanctions Screening;
o Anti-bribery and corruption; and
o Prevention of Facilitation of Tax Evasion
Facilitate and ensure roll out of training initiatives to raise awareness of risks and empower the bank to manage them adequately
Identify and support enabling functions in addressing specific training needs of front line back-office and executive staff members to meet control and regulatory requirements within the Country.
Ensure quality-assurance and sign-off of training and awareness content to ensure suitability to local regulatory requirements and operating environment prior to roll-out.
Ensure meaningful and effective reporting of training statistics while appropriately highlighting challenges in the roll-out to relevant Executives
Ensure consistent reporting of financial crime compliance matters to create visibility and obtain support and alignment for remediation amongst senior stakeholders
Immediately report material Financial Crime Compliance matters to the Head of Compliance Regional Financial Crime Compliance Officers and Senior Management
Complete effective and timeous monthly reports as may be required to Business Unit Governance structures Group Governance structures and regulatory requirements.
Ensure timely submission of regulatory reports per regulatory stipulations as pertains to (where applicable):
o Suspicious Activity Reports;
o Suspicious Transaction Reports;
o Terrorist Property Reports;
o International Funds Transfer Reports; and
o Any other reports as required by the Countrys regulators or supervisors as pertains to Anti-Money Laundering Counter Financing of Terrorism Sanctions Anti-Bribery and Corruption and Prevention of Facilitation of Tax Evasion legislation.
Qualifications :

Field of Study: Risk Management/ Business Commerce / Legal degree / Local country degree in business or Financial Commerce or Legal preferred

Experience in Analytics Fraud Money Laundering and Combatting Financing of Terrorism Surveillance.
5-7 years
ML investigations in conjunction with regulatory reporting (operational application of FICA). Banking systems & data and how to utilize in investigations. Analysis of AML/CFT indicators/trends. Dealing with stakeholders at different levels internal and external.
Comprehensive understanding of the regulatory and business environment of the Relevant Business Unit
Solid understanding of the Business Units needs and ability to translate them into risk management solutions.
