Embrace this leadership roleensuring the performance and reliability of mission-critical communication systems used by Police Officers protecting Washingtons natural resources and the public. This role includes managing an extensive fleet of 1000 plus radios base stations repeaters radio network components and communications center equipment.

What to Expect-

Among the varied range of responsibilities held within this role the Communications Supervisorwill

Perform as a Telecommunicator Equipment Administrator

Manages a fleet of approximately 1400 agency radios base stations repeaters and radio network peripherals to maintain an uninterrupted interoperable communications capability.

Performs as technical advisor attends meetings and coordinates radio communications technical matters with external organizations and entities.

Coordinates with Officers and vendors for radio servicing and repairs.

Develops and installs code-plugs/frequency plans for agency use that are compatible with peer agencies and FCC rules/regulations.

Installs antennas ground cables lightning arrestors and other equipment in buildings and on high altitude radio towers.

Installs/removes radios/harnesses from vehicles and vessels.

Uses technical equipment to perform radio and network services and perform repairs: Aeroflex RF meters watt meters battery servicing equipment.

Instructs staff on the proper operation of radio communications equipment.

Manages agency FCC licensing and coordinates radio frequency use agreements.

Manage Radio Over Internet Protocol (ROIP) System

Manages technological support of ROIP network by identifying outages and service interruptions reported by the TASC and PRTG monitoring systems.

Troubleshoots network problems and restores network functionality; initiates inquiries and service work orders to restore network connectivity.

Acts as liaison between ROIP vendors and providers ITSD and WaTech to facilitate network efficiency and viability.

Integrates mobile and static public safety broadband solutions (T-Band) into ROIP and LMR systems (smartphones wireless routers and associated applications/peripherals)

Crafts and installs dispatching console configurations during periodic updates and system revisions.

Maintain Inventory Control

Maintains a large radio inventory and ensures proper transfers of accountability.

Recommends and coordinates radio equipment purchases; submits invoices for payment.

Maintains a bench stock of radio parts and spares.

Coordinates and executes disposal of surplus radio equipment.

Provide Emergency Management

Responds to the State Emergency Operations Center during activations requiring Emergency Support Function (ESF) #2/Telecommunications.

Coordinates requests for telecommunications support from multi-jurisdictional entities during disasters and catastrophic incidents to meet incident command needs.

Forward deploys as COML or COMT to support on-site communications needs for tactical units engaged in disaster contingencies.

Working Conditions:

Work Setting: Work is primarily conducted in a shop and in the field. May encounter adverse weather conditions noise odors repetitive movements long periods of sitting squatting walking climbing in and out of vehicles/vessels kneeling carrying heavy lifting (up to 40 lbs. unassisted) standing in confined spaces and slippery surfaces. This position may involve working in or near water. Office hazards include working under fluorescent light looking at computer monitor for long periods of time sitting or standing for long periods of time.

Schedule:This position is full-time working 40 hours per week. The standard work schedule includes the potential for occasional evening or weekend work as needed. Schedules may vary based on business needs.

Travel Requirements: Frequent statewide travel is required.

Other: This position serves the radio communications needs of the entire agency.

The Wireless Communications System Tech 4 may be employed as a COML or COMT during disasters or contingency operations lasting longer than one operational period (12 hours). This position may be recalled to restore radio communications when other technical methodologies have failed and communications is vital to the preservation of order and lifesaving activities.

Required Qualifications:

High school graduate or possession of a GED certificate.

AND

Three years of experience as a Wireless Communications Systems Technician 3 OR completion of equivalent formal training in networking project management or wireless communications systems or radio frequency theory.

AND

Four years of experience in the supervision or management of maintenance repair and programming of conventional or P25 wireless communications systems P25 mobile and portables microwave systems or IP networking systems.

Must be able to clearly communicate via radio using the spoken word in the English language via a radio communications headset or handset containing a microphone and earpiece according to public safety communications protocols established by the Federal Communications Commission and Washington State Patrol.

Must be able to hear radio communications via a headset and/or external speaker setup (with accommodation).

Competencies: Must demonstrate the following:

Skill in using computers and the Microsoft Office software suite.

Ability to understand the operating principles of mobile radio systems and demonstrate a working knowledge of Radio over Internet Protocol technology.

Skill in programming and troubleshooting radios and operating test equipment.

Ability to develop codeplugs and use radio programming software.

Ability to comprehend technical manuals and drawings.

Comprehends and applies State regulations and policies related to purchasing and contracting.

Certifications/Licenses:

A valid General Radiotelephone Operator license issued by the Federal Communications Commission is required.

A valid drivers license.

Special Requirements/Conditions of Employment:

ACCESS certification attained within 3 months of employment.

Successful completion of mandatory job-related training and/or certification such as safety equipment operation fieldwork procedures and/or emergency management may be required as a condition of employment depending on position responsibilities supervisory direction and training availability. Employees may also be required to participate in safety courses committees or groups and complete recertification as needed to support the safety of the agency and its personnel.

Preferred Qualifications:

In addition to the required qualifications our ideal applicant will possess one or more of the following:

Experience working in a law enforcement or correctional setting.

FEMA certification as Unit Communications Leader and/or Technician.

Experience in Radio over Internet Protocol systems and multi-cast networking.

Proof of successful completion of FEMA courses ICS-100 and NIMS-700.
