Purpose
The WIC Client Service Assistant 1 assigned to the WomenInfants and Children Supplemental Nutrition Program (WIC) provides client andadministrative services including registration health screening and foodbenefit issuance for participants of the WIC Program at various MilwaukeeHealth Department (MHD) clinics.
Essential Functions
Client Services
- Provide participant-centered customer service to address the needs of current and prospective clients via phone internet or in-person contacts.
- Accurately assess document and verify WIC eligibility criteria including identification residency and income.
- Promote and screen potentially eligible WIC families via telephone in-person or through internet-based inquiries.
- Issue WIC benefits following policy and procedures.
- Ensure compliance with documentation requirements including obtaining signatures and validating client forms per WIC policies.
- Schedule appointments following WIC policies and procedures for procession standards re-certification guidelines and benefit issuance.
- Maintain and update participant information in the WIC Medical Information System (ROSIE) to assure ongoing program communication and accurate transmission of information and data.
- Disseminate and provide referral information and relevant service information to families.
- Obtain height and weight measurements and perform fingerstick for Hemoglobin and lead testing in accordance with State WIC and MHD policies and procedures.
WIC Clinic Support
- Clean and maintain equipment clinic rooms and toys to MHD standards for efficient and effective screening.
- Assist in the inventory and ordering of clinic supplies.
- Perform quality control procedures on hemoglobin and lead testing equipment and complete maintenance standards records.
Administrative
- Complete annual training on job-related topics including WIC confidentiality ROSIE security mandated reporter bloodborne pathogens and civil rights.
- Participate in WIC/MHD all staff meetings.
- Participate in quality improvement initiatives.
- Participate in WIC/MHD committees as appropriate.
- Assist MHD/WIC with training students on WIC program and procedures.
- Track and order state WIC publication supplies.
- Distribute and respond to mail and faxes.

Conditions of Employment
- Safely lift infants and small children onto scales (up to 25 lbs.).
- Report to any of the City of Milwaukee clinic locations as assigned. Assignments may be made on short notice to provide staff coverage during unexpected absences or emergency situations.
- Participate in a work schedule that includes early evening hours on assigned days. The current hours of work are as follows: Monday Tuesday Wednesday and Friday from 8:00 a.m. to 4:30 p.m. and Thursday from 10:00 a.m. to 6:30 p.m.
- Must wear industry related personal protective equipment (PPE) such as gloves facemask or face shield.
- The required pre-employment tests include:
- Physical/lift test
- Audiogram
- Vision
- The required pre-employment vaccines include:
- Annual TB Test
- Annual Covid-19 and Influenza vaccinations
- Pre-employment immunity verification required for MMR Varicella and Hepatitis B
- If not immune vaccination or an approved exemption is required.
- Vaccination series only needs to be done once.
Minimum Requirements
- Three years of experience providing customer service or administrative support related to the essential functions listed above.
- Successful completion of training in performing anthropometric measurements and obtaining blood samples within three months of appointment. Training is provided by Wisconsin WIC share point for providers.
- Ability to travel independently throughout Milwaukee either by transit bicycle or automobile.
Equivalent combinations of education and experience may alsobe considered however one year of the experience as listed #1 above isrequired and may not be substituted with education.

Desirable Qualifications
- Certification as a Medical Assistant Nursing Assistant or Home Health Aide.
- Provide interpretation in Spanish Hmong or another language.
- Associates degree in business communications healthcare or a related field.

Technical
- Ability to conduct anthropometric measurements on adults and children in a busy WIC clinic setting.
- Ability to read and interpret job-related materials.
- Ability to take blood measurements from adults children and infants.
- Ability to use job-related medical and diagnostic equipment such as blood lancets scales and measuring boards.
- Ability to learn and use the WIC Medical Information System and job-related computer software to perform client registration scheduling and staff communication.
- Proficiency using the basic features of word processing spreadsheet and email software to type letters memos and messages and to enter and edit data accurately.

- Ability to provide effective compassionate customer service to clients in a busy clinic setting both in-person and on the phone.
- Ability to provide services in a culturally sensitive manner.

The current starting salary is (PG 5GN) is$54418annuallyand the resident incentive starting salary for City of Milwaukee residentsis$56595annually.
